WELCOME AND REBECCA SPIESS INTRODUCTIONS Deputy Executive Director Bec Spiess introduced herself and Mike Rankin and called the meeting to order at 10:06 a.m. She welcomed and thanked everyone for being here and pointed out that Paul and Mona Blee brought peaches for everyone. Bec stated this is a great opportunity to have the Director of CBI head the CCTF.

Mike introduced himself and added this is his fifth day with CBI and he is happy to be a part of the Cold Case Task Force. He added the CCTF has a critical mission and it’s important that it is successful and ongoing.

He thanked everyone for their cause. Mike Rankin provided a brief background on himself and pointed out he has 24 years with the FBI and his heart is in investigations as he has investigated violent crimes and gravitates to this. Mike provided his phone number – (303) 416-0964 and email address. Round table introductions ensued. Mike reminded there are legislative appointments that need to take place for the CCTF board and he reviewed the list. He reminded the deadline for applications is 8/24. Tina Terry informed that she’s received her appointment from the Governor’s office.

AUDREY SIMKINS AND KATIE FETHERSTON Audrey provided an update on the cold case database. They continue to update with any new information. She reported last summer they made progress and completed the task of converting everything into electronic format. She added they are continuing to look for additional articles, photos and narratives. Audrey provided updated report on homicide (1,331); long term missing (246); unidentified remains (25) and seven (7) other. She stated the behind the scenes platform like changes (technology) will catch up and added sometimes this process takes time, but should not impact us in any way. She said she continues to look for and need victim photos. She reported she is looking at different websites and media articles and can use help gathering photos. She said this is a good way to reach out to families if we haven’t received a photo. She is considering reaching out to the media regarding the National Day of Remembrance in hopes of gathering photos from family members. Audrey asked for suggestions/thoughts. CBI UPDATES

DISCUSSION

Audrey gave an update on cold case training and reported the POST Grant ended in June. She said she applied and was given a conditional POST Award and the original grant was for four (4) courses throughout the year, but was reduced to two (2), one of which will be cold case training held in January/February and is currently working with individuals on getting them there. Another training will be a missing

persons class. There are other courses that can tie in like abduction. Audrey will announce these classes with detailed information through the same avenues as before. She asked if there were questions. It was suggested that the training be streamed live so the folks in rural areas can attend as it’s important to export to rural areas. Discussion ensued. Spurlock asked to reach out to Sheriff Welcher for assistance. Tina reminded that online training was discussed a few years ago and asked if we’ve made it more convenient. Audrey responded they were in a holding pattern but never got back to this. She added it’s important to get the word out to the western slope. Bec said she will take this under advisement. Audrey gave an update on the cold case playing cards. She said it’s been a year since the first deck was printed. She received the “go ahead” from the Department of Corrections. She reported that this week deck two and deck three will be finalized and 2,000 decks are ready to be distributed. She reminded she recently reported there were thirteen (13) agencies she reached out to and has six (6) on board. She is making strides. She also reached out to agencies participating and asked for feedback. She reported everything is positive and the majority are ready for more cards. She added this is not a one deck per inmate approach. She said there are a couple in the day rooms and a couple in the pods at the visiting center to keep the cards going. She reported 80 calls were received on the tip line. She added when cards are exhausted we’ll have to look at how this will be funded in the future. Tina asked what visiting center. Audrey responded in the detention facilities and visiting areas. Tina asked where the seven (7) on the database fall under. Audrey responded there is a category called “other”. “Other” was created to make the transition clean as some information was missing. She added most are between missing person and homicide and she is not comfortable making a classification with missing information. Tina asked if any of those deaths are with suspicion origin. Audrey said she is not comfortable one way or the other and is working with the law enforcement agencies for clarification. Tina asked if there are any jurisdictions that have not reported. Audrey said she will reach out to other agencies when it’s on our radar. She stated over the course of this being a requirement, most agencies are cooperative. It’s a cooperative effort right now, but can’t say 100% that everything is there. Audrey said right now she has no plans to remove them. Tina said it would be great if you can query “solved” reports. Audrey agreed as with open, solved, and other categories as she found that cases were solved a long time ago. She said this happened with missing person records. Tina said she noticed on the database there is what looks like a Twitter link to events. She asked what the criteria is to get an event posted. Audrey said she doesn’t know about this and maybe this is on the CBI website. Tina said she would like to get with Susan Medina to post FOHVAMP events. Audrey said we are glad to do this. Katie explained the process for arrestee samples. She reported as of last

week she received 177,014 arrestee samples in CODIS. Of these, 148,530 samples confirmed charges and received analysis. There were 1,404 hits to cases from inception. She reminded these were for arrestee samples only. Katie reported next week is National Forensic Science Week. She said she will be getting general information out soon. She added there will be good information on CBI Facebook and Twitter accounts next week. She encouraged everyone to check out social media next week. She said on Monday, she will invite the media to come to Grand Junction. She gave an update on other current projects. The Pueblo facility is almost complete and they are very excited as the grand opening is scheduled for mid-September. She reported there will be a Sherlock Holmes exhibit at the Museum of Nature and they asked CBI for a Crime Scene Analyst to assist. She pointed out this is national travelling exhibit and encouraged everyone to check it out.

AUDREY SIMKINS AND KATIE FETHERSTON Audrey reported the Cold Case Review Team is scheduled for September 29 and will be held at the West Metro Fire Administration Building. There are two cases scheduled to be presented and it’s a full day meeting. She added one of the cases is from the Attorney General’s office. Audrey said it’s a good time to update the Cold Case Review Team on positive things. She reported currently there is a case that was presented to the team in 2010; a case has been filed; and a trial is upcoming. Audrey commended the agencies making this happen. Tina asked if out of state folks can observe the Cold Case Review Team. Audrey responded she is open to allowing law enforcement folks observe. Tina mentioned she has been talking with someone from El Dorado County. Audrey said she would be happy to reach out to him. COLD CASE REVIEW TEAM

TASK FORCE MEMBERS AND GUESTS Ramona reported she still does not know where her daughter is but knows who and why. She reported that a grand jury began in December and a man was indicted in May. Mike thanked Ramona for the work she’s done on behalf of her daughter. RECENT SUCCESSES

Tina reported there are three (3) unsolved murder cases in her family. She reported ten (10) years later, her father’s murder case is now solved. She said she waited a few years for DNA. The man who killed him died a few years ago.

Tina reminded of the annual FOHVAMP meeting at Clement Park on August 30. She distributed invitations and reminders. Tina announced that FOVHAMP has a free counseling work shop. She announced they are happy to have the ability to branch out and extend service in areas throughout the State of Colorado. Mike asked if this is on their website. Tina responded that it is on their website. Bec asked about the walk and if law enforcement is involved. Tina responded that Denver, Colorado Springs, and Aurora are participating. Bec asked if a reach out is occurring. Tina said yes. Audrey asked Tina about the format this year

– i.e., what is the agenda. Tina said they decided to bring this event outside picnic style. She added initially they were charging but membership dropped off so they decided to make it free and outside – more like a rally. She added the theme is “Never Give Up Hope”. She said there will be a little introduction, acknowledgement of law enforcement, will have lunch, then move on to the speakers. She will ask family to come up and talk about their loved one and walk around the lake and then the rest of the day will be just talking. Jim Bullock reported he attended a conference in Detroit about homicide and cold case reviews. One of the things they emphasized is the need to seek PTSD counseling. Brought back to La Junta eighteen (18) law enforcement agencies in jurisdictions, and half are one or two person departments. They don’t have ability to get necessary training, therefore CBI trainings are extremely valuable. Jim commended CBI on services they are providing and emphasized they could not do without the resources. Jan offered the forensics people would be happy to sit down with them to go over cold cases with them. She added they can do one on one with them. Audrey said she wants to make sure we have every kind of discipline around the table and for them to present their cases. She said there are prosecutors, forensic services, DNA, ballistic, FBI, etc. Audrey cautioned there is a daunting application process, but can work with them. She said if it’s already built, they can add to it. Bec explained a case where they thought they did everything they could do but still felt it was important to bring before the Cold Case Review Team. She added they gained more insight. Tina asked about the application process and what does the family have to do to get their case looked at. Audrey explained that the application comes through the local law enforcement agency. She encouraged to reach out to your local law enforcement agency to have them put them in touch with CBI. Tina asked if there is a process for the denial. Audrey provided the thought process behind the review team and explained legislative process. Audrey stressed requests must come from local law enforcement. Tina asked if families know this is an option for them. Audrey responded this could be, and she hasn’t heard of any requests being denied. There is an event on September 25 in the Atrium at the Webb Building downtown. This begins at noon. Details will be sent to the group. There is a COVA conference in Keystone – registration is August 30. Rachel Harmon added she is available for any questions regarding CODIS. She said it’s important that everyone has a face associated with and encouraged everyone to contact her with questions. Rachel said she will send out contact information. CBI reported they just got back from IAI conference in San Francisco

where there was a presentation on the Boulder Jane Doe case. The presentation was well received and there was a big audience. Jan added it is nice to spread the Colorado story across the nation. Bec thanked the Blee’s for the peaches. Paul thanked everyone on the CCTF and added it is a big help to everybody – keeps everybody being the squeaky wheel. Mike added there is a lot to learn from the Blee’s tenacity.
