Mr. Jennings opened the hearing to comments. Six people were in attendance. Mr. Stegall stated that the intent of the waiver is to allow students of non-resident full-time employees the opportunity to attend St. Anne CHSD 302 without paying the tuition charges. St. Anne 302 would claim the average daily attendance of such student on the State Aid Claim and would receive the General State Aid. St. Anne 302 will benefit by this waiver in having employees more vested in the district. Employees will not have to be concerned with another school calendar and schedule. It will increase employee attendance as well as allow them the opportunity to work beyond the school day because their child is with them in the same district and cared for. Employees will be able to save time and money as they will not have to worry about their child before and after school. Mr. Jennings asked if there were any public comment regarding waiver. No questions or comments.No written communication was received. 1

Public Comments- Todd Sirois presented the district with a check for $5000.00. He stated that the money raised years ago with the intent to start a football program in St. Anne. While the enrollment has not yet reached enough to have our own football program, Mr. Sirois is thrilled that our students are getting an opportunity to play football by combining with Watseka High School. . Mr. Sirois stated they still have money in the account in the hopes of some day having football in St. Anne. Mr. Sirois stated that some students in our districts have moved out before high school just to play football. Hopefully eventually we can draw some students back to our district. Board Communications- Nothing at this time KASEC Committee- Had a meeting last week. The building has not sold. Mrs. Nicholson stated that they did receive a bid but with a stipulation that the Ikan be moved. That is not possible due to the lease for 99 years. We have heard that IKAN and Kankakee County is interesting in buying building. They have decided to list with a realtor for 120 days. KACC Committee-None Mr. Stegall has a meeting tomorrow. Administrator’s Report Mrs. Kolitwenzew’s stated that attendance is at 94%. Freshman attendance is struggling while they adjust to high school. Lady cardinal had a fabulous pink night with over $1000.00 raised for the fund raiser. The blood drive during the Pumpkin Fesitval was so successful that they had to turn people away. The teachers and administrators are getting ready for school wide testing. Mrs. Kolitwenzew shared upcoming events. . Health Life Safety inspection went very well. Mr. Stegall stated that we are very blessed with our district and that he is excited about the future. Mr. Stegall discussed the Triple I conference. The board has received a dinner invitation from Tim King at the Willis Tower on Friday night. The board thanked Mr. King for invitation. Mr. Stegall has made reservations Saturday night at Timothy O’Tooles. Mr. Stegall gave a FY 17 budget updated. He stated we are performing as expected. We still have not received the 4th payment from last year for categoricals. Expenditures are tracking very nicely. Overall 23% in all funds. Mr. Rick Blanchette presented the audit. He gave a summary of revenues and expenditures. Education fund spent $25,000 more then brought in. He stated that during these difficult times that is actually better than most area schools. Most of our expenses are in instruction. The footnotes indicate that our long term debt owed is down to $790,000 out of $2,700,000 that we originally borrowed to build the new school. In ten years the district could be out of debt. Financial Profile is 3.55. Mr. Stegall stated this is due to strong financial stewardship. Not the norm in the State of Illinois. Mr. King addressed the board regarding the purchase of our own bonds. He reviewed the process with the board. He stated that we are purchasing $815,000 worth of our own bonds. This process will keep the levy the same.The final all inclusive interest rate will be 3.39%, with a gross savings of $7600. Mr. King has set up a closing at the end of this month. We will use money from the education fund to pay off old bonds by December 1st. Mr. Stegall stated that this is good for community as we will own the bonds and collect interest instead of letting someone else earn the interest. MOTION: To approve Consideration and action on a Resolution providing for the issue of approximately $814,700 Taxable General Obligation Refunding School Bonds, Series 2016 of Community High School District Number 302 Kankakee and Iroquois Counties, Illinois, for the purpose of refunding certain outstanding bonds of said School District, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to the Education Fund of the District.
