By the Government Order read as seventh palJer, the Government constituted a Pay Revision Committee to review the existing orders regarding the pay :-;cales of both Gazetted and Non-Gazetted Officers in the Travancore-Cochin and Mal abar areas and to suggest new unified scales with due regard to the financial position of the State. The Government have now received the Report of the Committee. The Report is being published separately. After carefully considering the rcconunendations of the Comn1ittee, the Government are pleased to issue the followjn g orders:A.
REVISION OF pAY SCALES.
1. The scales of pay of the various posts-Gazetted and NonGazetted, will be revised as shown in Annexure I.
2. The orders issued in the Government Proceedings r ead as first, second and fourth papers above, arc hereby cancelled. GO(P)NO.150/58/FIN, 23/06/1958

3. The Distl'ict Judges and the Additional District Judges, the Graduate Teachers and the Primary School Teachers, the Nu1·sing Staff and the v\i" ork Establishment Staff whose pay scales have been recently revised a1·e not included in this revision. Orders regarding Transport Department, pensionable posts in GoYernment Commercial Concerns and technical posts in the Government Pre~s will issue separately.

4. The revised scales of pay sanctioned for the Village Staff will apply for the pt·esent only to the Village Officers and Village Assistants in the Travancore-Cochin area. The question of extending the scales to those in the Malabar area will be considered after the village ad1nini.5tration is reorganised and the conditions of ::;ervice of the staff are brought on a par with those of their \!ounterpa1·ts in Travancore-Cochin area. of oH:lce1·s in the revised scales of pay will be fixed in the 1nanner prescribed in Annexure II. B.
RATIONALISATION OF ALLOWANCES.
1. Compensatory Allowance, Risk Allowance.
The rates of compensatory allowance and risk allowant·e now given in the MNlical Department will be refixed as ::;hown in Annexure III. · r · ""'' ' I>!," """'

Mess and Dhoby Allowance to Nurses.
The rates of Mess and Dhoby Allowances dJ:awn by the various categories of Nurses in the Malabar and TravancoreCochin areas will be unified as follows:Mess Allowance Dhoby Allowance

3. Uniform Allowance to Nurses and Midwives.
The Unifol'ln Allowance to Ntu·ses and Midwives is fixed a~ below: 20 yards of cloth and Rs. 25 per annulll Nurses • • Midwives .. 10 yards of cloth and Rs. 5 per annum.
4. Allowances to non-clinical teaching staff, Medical College. The allowance to the non-clinical teaching staft of the Medical College will be refixed as indicated in the Annexure IV.
S. Allowance to Fire Brigade staff. An allowance of Rs. 5 per mensem ter1ned Risk Allowance will be given to the staff in the Fire Brigade below the rank of Sub~Office1·s in consideration of t.he dsk inherent in their duties. :rhc Compensatory allowance now given will be discontinued. 6. Uniform allowance to Excise staff. The uniform allowance of Rs. 500 payable once in ten years to the Deputy and Assistant Commissioners will he discontinued .

The existing uniform allowance of Rs. 70 payable once in five years to the Excise Inspectors will be enhanced to R~. 100. I'
7. Part-time Contingent Employees. The basic wage and Dearness Allo\\'ance of the Part-tim(" Contingent Employees will be revi::.ed as shown in Annexure V.

OTHER RECOMMENDATIONS • •
1. The Comn1ittee has recommended the grant of House Rent Allowance to the employees working in the Trivandrum City and the District Head-quarters at the following rate~ :(a) For those dra\dng a pay sala1y
of Rs. 100 and above uptu and including Rs. 200 .. {b) For those drawing a pay salary below Rs. 100 ..
Rs. 7 per mensem Rs. 5 per mensem.
The Govern1nent find that the level of house rent in several places in the State is not lower than that at Distl'ict Headquarters and there is therefore no justification to grant such an

ANNEXURE I I. Rule• for &xation of pay and grant of advance incrementa.
NoTE.-The pay of an officer on 1-4-1958 including the increment, if any, accruing on that date shall be the present pay for the rurpose of these rules. The word 'Pay' denotes salary' also. 2. Non.- (i) The benefits of rules 1 and 2 will be given even in cases where the scale of pay of the post has not been revised, but which has b.een included in this scheme of revision shown as Annexure I. (ii) (a) 'Service' in the same class of posts irres-
pective of grades shall count for advance increments, e. g., a clerk will count his service as clerk and a Co-operative Inspec· tor service as Co-operative Inspector. (b) 'Service' means service qualifying for incre• ments and includes service in a post Ol' posts on fixed pay. 3. In cases in which the pay of an officer in a lower scale which he would have held but for his promotion to the higher scale happens to be equal to or higher than his pay in a h1gher scale, his pay in the higher scale shall be fixed nt the stage next above his pay in the lower scale. Confirmation of an officer in the higher post shall not be a bar for &etting this benefit .

1. The pay of an officer in the revised scale of pay shall be fixed first at the stage in the new scale next above his p1·esent pay in the old scale, whether it is a stage in the new scale or not; if his present pay is less than the minimum of the new scale, his pay shall be fixed at the minimum.

4. If an officer is on leave on 1-4-1958 his pay in the new scale shall be fixed at the stage in the new scales to which he would be entitled if he had 1·ejoined duty on such date. The benefit of the revised pay will, however, accrue only from the date on which the officer actually rejoins duty except in the case of an officer on privilege leave, earned leave, maternity leave, or long leave preparatory to retirement.
6. An officer whose pay is revised under the present sche1ne will be allowed to exercise option to remain in the existing scale whether it be substantive or officiating until such time as he considers it necessary. 7. A period of two months from the date of this order is fi.xed for the exercise of this ovtion. An officer on lea-ve shall be allowed to exercise this option within a period of one month from the date of return from leave. The power of accepting the option of all officers under them is delegated to the Heads of Depa1·tments. 8. The option once exe:.t;m~ed shall be final. If an officer does not exercise the opt10n within the specified period it will be presumed that he has opted to have his pay fixed in the revised scale on 1-4-1958. 9. li an officer opts to remain in the existing scale of pay for a specified period his pay on coming over to the revised scale will also be fixed in accordance with these rules. 10. Heads of Departments and offices will fix the pay of all Non-gazetted Officers in accordance with these rules. In the case of Gazetted Officers, the drawal of revised salary will be authorised by the Comptroller on the basis of the existing nominations.
11. Arrear claims preferred in pu1·suance to these orders
will be paid w~thout preaudit in relaxation of Note 5 to the Article 100 Financial and Account Code.

5. The pay of an officer under suspension as penalty on 1-4-58 and of an officer whose promotion/ increments stand barred on 1-4-1958 will be fixed applying these rules but the benefit of the revised pay will be allowed only on his rejoining duty or the expiry of the period of bar, as the case may be.
