New HVAC Units for Apartments

Per your request, I have researched the code requirements for stand-alone HVAC units within apartment buildings. Individual systems are the only way to eliminate the cross ventilation of cigarette smoke between units. I discovered that the 2012 Mechanical Code requires all newly constructed apartment buildings to be equipped with stand-alone individual HVAC units. I spoke with a representative from a local HVAC company. The estimate to install a new system in an eight (800) square foot apartment is somewhere between $8,000 to $10,000, (per unit). Unless you have any questions please forward this memorandum to the Mayor and City Council.

RESOLUTION NO. _______ A RESOLUTION OF THE CITY OF SALISBURY MARYLAND ACCEPTING GRANT FUNDS AWARDED THROUGH THE MARYLAND DEPARTMENT OF NATURAL RESOURCES FROM THE WATERWAY IMPROVEMENT FUND IN THE AMOUNT OF $10,000 FOR IMPROVEMENTS TO THE PORT OF SALISBURY MARINA. WHEREAS, the Maryland Department of Natural Resources has Grant Funds which supports the development, use, and enjoyment of all waters of the State of Maryland for the benefit of the general boating public; and WHEREAS, the Department of Public Works has obtained approval to install a floating dock to safely launch rowing boats and kayaks at the Port of Salisbury Marina; and WHEREAS, the Department of Public Works desires to complete a pile cap replacement project at the Port of Salisbury Marina; and WHEREAS, the projects will provide improvements to benefit the general boating public along the Wicomico River; and WHEREAS, the Maryland Department of Natural Resources has awarded two $5,000 grants each to help fund the floating dock and pile cap replacement. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Salisbury, Maryland does hereby accept the grants totaling $10,000 from the Maryland Department of Natural Resources to be used toward the cost of the floating dock purchase and pile cap replacements at the Port of Salisbury Marina. THE ABOVE RESOLUTION was introduced, read and passed at the regular meeting of the Council of the City of Salisbury held on this ____ day of ___________, 2017 and is to become effective immediately upon adoption.

ORDINANCE NO. ______ AN ORDINANCE OF THE CITY OF SALISBURY APPROVING AN AMENDMENT OF THE FY 2017 GENERAL FUND BUDGET TO APPROPRIATE FUNDING FOR ADDITIONAL FIRE DEPARTMENT PERSONNEL AND PROMOTIONS. WHEREAS, the Fire Department has a need for an additional four (4) Firefighter/ Emergency Medical Technicians; and WHEREAS, the Fire Department has a need to add two (2) Captains to its current allocation; and WHEREAS, there are insufficient funds available in the FY17 Fire Department Budget to fund the additional four (4) positions. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SALISBURY, MARYLAND THAT THE City’s Fiscal Year 2017 General Fund Budget be and hereby is amended as follows: 1)

Increase Current Surplus Available (01000- 469810) by $116,422.16

Increase Fire Department Budget by $116,422.16

A RESOLUTION OF THE CITY OF SALISBURY, MARYLAND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH THE COMMUNITY FOUNDATION OF THE EASTERN SHORE FOR THE PURPOSE OF EXPENDING GRANT FUNDS IN THE AMOUNT OF $8,500.00.

WHEREAS, the City of Salisbury applied for funds through the Community Foundation of the Eastern Shore’s Workforce Development Grant Program; and

WHEREAS, the Community Foundation of the Eastern Shore has awarded the City of Salisbury funds in the amount of $8,500.00; and

WHEREAS, these funds shall be used to support the 2017 Summer Youth Employment Program; and

WHEREAS, the City of Salisbury must enter into a grant agreement with Community Foundation of the Eastern Shore defining how these funds must be expended; and

WHEREAS, §7-29 of the Salisbury City Charter forbids the Mayor from entering into a contract that requires an expenditure not appropriated or authorized by the City Council.

NOW, THEREFORE, BE IT RESOLVED that the awarded Community Foundation of the Eastern Shore grant funds in the amount of $8,500.00 are accepted and shall be utilized according to the grant agreement for the support of the 2017 Summer Youth Employment Program; and

BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF SALISBURY, MARYLAND that the Mayor is hereby authorized to negotiate, execute and deliver a grant agreement on behalf of the City of Salisbury .
