Re: Request for proposal guidelines Dear Mr. Rudolph, I write to request your guidelines for debarment proceedings. I contemplate submitting a proposal to enable Governor Daniels' plans for correcting the Calvin cycle curriculum. In support, I submit my letter of Dec. 21, 2012 to the Purdue Board on a suggestion of a member of my family falling "innocent victim" to my "trouble with the Government." (A 01-A 2)1 The suggestion is serious. Earlier, NSF issued a four-page letter to Purdue Board's lawyer Bill Emerick signed by Lewis Grotke of your office (Pages 45-48)2 to terminate my research based on Calvin's original papers on photosynthesis. In 2008, you approved the registration request by NSFfunding.com on a finding (Pages 08-41) for NSF's Nov. 6, 1989 account of the Calvin cycle as the product of intentional omissions of those papers, a Ponzi scheme to defraud the IRS. In view of the ongoing suggestion of new victims involving my family, Mr. Daniels will unlikely be able to address the issues arising from the Grotke-Emerick letter. Therefore, I request that you send me a copy of your criteria for instituting debarment proceedings involving persons in furtherance of fraud in the report of scientific findings. Yours truly,
