Chairman’s Report Bruce Lee

The year 2015 was not an easy year for the security industry in Hong Kong. With the increasing number of public events, particularly the switching of destinations from public places to private properties, whereby the duties of maintaining security measures and minimizing disturbances fall into the responsibilities of private security sector. Notwithstanding the difficulties in sourcing manpower supply, it also involved extensive preparation and planning in manpower mobilization and risk management in tackling such events. In the meantime, we shall not overlook the increase opportunities of the front line staff facing workplace violence during the course of their duties. Therefore, arrangement of appropriate trainings are imminent. The Manpower Survey 2015 organized by the Security Services Training Board was conducted in the year 2015. I am not here to represent the Board to disclose any figures of the report. However, what I can tell is that the industry agrees with the fact that with the increasing number of new buildings and infra-structures, the demands of security personnel are getting higher and that the labour shortage problem in the industry may continue in the foreseeable future. The pass of the Bill for relaxing the age group of SPP holders from 65 to 70 to perform duties at areas other than single residential building does help to slightly ease the labour market. However, a long term solution is still needed as it is non-disputable that human factor plays a prime role in the security industry. According to the statement issued by the Qualifications Framework Preparatory Committee for the Qualification Framework, the progress of the first draft of the Specification of Competency Standards for The Security Services Industry is running smoothly and we look forward to hear more on the progress from them. We do hope that with the implementation of systematic training mechanism, the qualification and status of security personnel can be better recognized and it in turn

attract more young generation to join the industry. We have not forgotten the importance of partnering with friendly Associations in organizing training opportunities and networking activities for the practitioners of the industry. Details are listed in the Activities Section underneath. The Council Allow me to take this opportunity to say that 2015/ 2016 has been a fruitful year for the Association. Most of the activities held were very useful and knowledgeable and were well received by the participants. To this, I must express my sincere gratitude to all the Council Members whose contribution made the activities great success. And, last but not least, my special thanks to Ms. Nicole Lee, our Admin Support, for her efforts made in assisting the Council in all aspects. Activities In 2015/2016, the following activities were organized: 1. Seminar on Handling, Searching and Risk Assessment Against Improvised Explosive Device, 2. Workshop in Port Security in Hong Kong, 3. Visit to Hong Kong Police College, 4. Security Industry Networking Dinner, 5. Asian Securitex 2016. Membership As at 1st June 2016, we have 107 individual Members and 14 Corporate Members. Finance As at the end of May 2016, our accounts for the general fund stood at a balance of HKD138,846.66 in comparison with HKD115,792.01 in 2015 in addition to a time deposit of HKD100,000. Reason for having surplus is the saving from new venue for the joint association seminars. Training and Professional Development A few of our Members continue to actively involved in the preparation of the Specification of Competency Standards for the Security Industry. We continue our supports to the introduction of the Qualification Framework for Security Industry and do hope that this project is beneficial to the industry in Hong Kong. We continue to act as a platform for the communication amongst all concerned parties. Our Professional Development Committee have not forgotten the needs in sourcing suitable training forums for our Members to attain advancement opportunities. External Relations As usual, we acted as one of the Members in the Advisory Panel for the 2016 Asian Securitex which was held in early May. The conference was knowledgeable and well received by the participants. We attended the conference for ‘QF for Mobility and Progression: Collaboration with EQF and Implementation of CAT’ organized by the Education Bureau of the HKSAR Government. This was a knowledgeable occasion in updating the development of Quality Framework in Hong Kong. Moreover, we continue to act as a supporting organization in security related activities in Hong Kong. They are: Build a Secure Cyberspace 2015, Information Security Summit 2015, Build a Secure Cyberspace 2016.

Conclusion Infra-structure security is another challenge for the private security sector as it extends to the adjacent regions of Hong Kong. With the commissioning of new buildings and infra-structures, there are certainly growth in the demands of security services, both physical and expertise services. I believe the Industry is well aware of this challenge and is prepared to receive it. Moreover, the use of drone cameras for filming and leisure occasions is getting common in Hong Kong. Therefore, it is advisable for the industry to get ourselves familiar with the relevant legislation and to compile with relevant procedure and arrange appropriate trainings to the frontline staff on how to react should they found a drone flying within their managed private area. In the meantime, IPSA(HK) will continue to offer supports and advices to enrich the knowledge and skills of our Members and the Industry.
