I. DTI-ARMM Mandates

RA 9054, Article XII on Trade and Industry stipulated that: Sec. 2. Economic Zones, Centers and Ports. – The Regional Government shall encourage, promote, and support the establishment of economic zones, industrial centers, ports in strategic areas, and growth centers to attract local and foreign investments and business enterprises. Sec. 26. Private Sector – The Regional Government recognizes the private sector as the prime mover of trade, commerce and industry. It shall encourage and support the building-up of entrepreneurial capability in the Autonomous Region and shall recognize, promote and protect cooperatives. Sec. 27. Cottage Industries. – The Regional government shall promote and protect cottage industries by providing assistance such as marketing opportunities, financial support, tax incentives, appropriate and alternative technology and technical training to produce semi-finished and finished products. Sec. 32. Consumer Education and Welfare. – The Regional Government shall promote consumer education and protect the rights, interests, and general welfare of consumers. Sec.34. Foreign Investments. – Subject to the provisions of the Constitution, the Regional Government shall regulate and exercise authority over foreign investments within its jurisdiction. The central government may intervene in such matters only if national security is involved. Executive Order No. 481, Series of 1991 devolving to the Autonomous Regional Government of the ARMM certain powers and function of the Department of Trade and Industry .

II. Executive Summary The Department of Trade and Industry ARMM primarily caters to the need of the region’s medium & small-scale entrepreneurs. The primordial objective is to make existing entrepreneurs competitive and develop new breed of entrepreneurs. Essential interventions under this program are skills trainings, trade promotion, and consultancy services. It also caters to the development of industry most viable to the region; promotion of ARMM as an investment site; strengthening of the private sector; and networking with donor institutions. For the period in review, Business Name approved for the period is 1,110 with a total Investment of Php 676,741,198.42 and generated 4,627 jobs in the ARMM. The department under the Comprehensive Capacity Development Project, in collaboration with JICA, conducted series of trainings to the stakeholders coming from the following industries: coffee, seaweeds, rubber, palm oil, abaca, and coconut as priority industry to be developed using the cluster approach. Twenty Seven (27) action projects were approved for implementation with 18 action projects already implemented by the cluster teams. As the lead agency in the promotion of Trade and Industry in the region, the Department conducted 6 Trade Fairs & Exhibits and 3 Business Fora. Showcased in the Trade Fairs and Exhibits were potential products developed in the Autonomous Region and generated a total gross sales of Php 9,736,078.50. The Department facilitated the attendance of 5 SMEs to the International Food Exposition held at SMX Convention Center in Pasay City last May 2015. The ARMM exhibitors generated a total booked orders in the amount of Php 5,000,000.00 and total cash sales of Php 250,000.00. The Department through its provincial offices regularly monitors the prices of basic and prime commodities in compliance to Fair Trade Laws (FTLs) enforcement. A total of 120 establishments in the region were randomly monitored from January to December.

Business Name Registration Business Name (BN) Registration is one of the principal front-line services of the Department of Trade and Industry (DTI). It aims to maintain a registry of business names. In ARMM, one source of investments comes from the pool of capital from registered small and medium enterprises engaged in trading, manufacturing and services. Total investments (Fig.1) generated thru registration of Business Names is Php 676,741,198.42, Province of Lanao Del Sur and Marawi City registered the highest with a combined total investment of Php512,806,198.42, TawiTawi Province with Php 49,305,000.00, Maguindanao province with Php 41,960,000.00 Sulu Province with Php 40,870,000.00, and Basilan Province with Php31,800,000.00. Employment (Fig.2) generated thru business name registration totaled to 4,627. Out of the total, Lanao del Sur Provice and Marawi City generated the highest employment with 2,432 followed by Maguindanao Province with 872 Tawi Tawi Province with 554, Sulu Province with 416, and Basilan province with 374. The number of business names (Fig.3) approved for the period is 1,110. From the total, 488 were registered in the Province of Lanao Del Sur & Marawi City, 296 in Maguindanao , 123 in Tawi Tawi, 107 in Sulu , and 96 in Basilan. Figure 3 (BNR)

There is an overall increase in the bottomline indicators as shown by the figures, Business Name registered 2% higher compared to last year’s data, 16% for emploment and 25% on investments. Total investments generated thru registration of Business Names are Php 676,741,198.42, Employment Generated 4,627 and BN Registered 1,110. Business/Halal Fora DTI Sulu Provincial Office conducted the Local Investment Forum in coordination with the Sulu Chamber of Commerce and Industry and Sulu Provincial Government held last June 11, 2015 at the Sumadja Hall ACC Building, Capitol. The Forum was attended by business operators in town, members of the Sulu Chamber of Commerce and Industry, Government sector, Youth and students. Among the issues and concerns that were raised during the open forum include the following: Incompetent Bank ATM services (no 24/7 services offered), telecommunication problems (TELCO’s network congestion), small farmers exploited by middlemen, one-stop business registration and licensing and the high cost of doing business. And also conducted Halal Awareness Forum on December 3, 2015 in collaboration with the Department of Agriculture and Religious Sector held at the DTI Sulu Provincial Office. The DTI-ARMM under the Comprehensive Capacity Development Program (CCDP) in collaboration with the Japan international Cooperation Agency (JICA) conducted a seminar workshop last Jan. 19-22, 2015 in Davao City to finalize the plans/action projects of the 6 priority industries (seaweeds, coffee, rubber, abaca, coconut, palm oil) in the ARMM. After thorough discussion and evaluation of the proposed action projects, it was agreed that a Project Management Office shall be established in the regional office to be headed by Asec. Abubacar M. Datumanong. The PMO shall be in charge in the monitoring and evaluation of said action projects. Satellite PMOs will also be established in the provinces to assist the industry cluster teams in the implementation of their action projects. 6

For the period, the coffee industry cluster of Sulu and DTI Sulu Provincial Office conducted benchmarking to Cavite under the ARMM Industry Cluster Capacity Enhancement Project. The palm oil industry cluster of Maguindanao conducted its benchmarking activity in Palawan while the coconut cluster, also in Maguindanao, visited the Philippine Coconut Authority Research Center in San Ramon, Zamboanga. DTI Basilan AICCEP SPMO in coordination with the Lamitan City Rubber Industry Cluster facilitated the training on Rubber Production Technology & Management Training held in Lamitan City Hostel on May 25-30 & June 9-11, 2015 participated by 125 rubber farmers. Said office also facilitated the Local Study Mission/Benchmarking of the Lamitan City Rubber Industry Cluster in North Cotabato, Zamboanga del Sur and Zamboanga Sibugay last July 20-14, 2015 with Seventeen (17) participants. The Oil Palm Cluster and the DTI Maguindanao AICCEP SPMO facilitated the Technical Training on Oil Palm Farm Management held in Parang, Maguindanao for oil palm farmers of Maguindanao 1st District and Tacurong City for farmers in the 2nd District of Maguindanao. While the Coconut Cluster conducted the Farmer Field School in Barira and Mamasapano. The Seaweed industry cluster together with DTI Tawi Tawi AICCEP SPMO conducted training seminar on Oragnizational Development and Financial Management to 176 seaweed farmers from the Municipalities of Panglima Sugala, Sibutu and Sitangkai last August and September. DTI Sulu AICCEP SPMO in collaboration with the Coffee Industry Cluster of Sulu started the implementation of Coffee Nursery Development Project for Barangay Kankitap in Patikul and Barangay Kandayok in Panamao last September. Funds intended for the action project is in the amount of Php P592,200.00. The turnover of 20,000 coffee seedlings (Robusta) and farm tools to the two (2) primary Famers cooperatives namely: People’s Alliance for Progress Cooperative, Kandayok, Panamao and Kankitap Consumers Cooperative, Kankitap, Patikul were conducted on the last week of November 2015. The Abaca Industry Cluster of Lanao del Sur in collaboration with the Lanao Del Sur SPMO facilitated the conduct of skills training on abaca rope/twine, scrunch and bag making last No. 8-12, 2015. On-going projects for the said cluster are the establishment of abaca nursery, establishment of techno demo farm and the translation of leaflet on growing abaca in Maranao vernacular.

Trade Fairs & Exhibits DTI Maguindanao Provincial Office took an active role in the conduct of the Trade Fair during the 4th Sagayan Festival held in Buluan, Maguindanao last February 2015. The Fair generated a total sales of PhP 603,632.00. Basilan Provincial Office assisted 2 SMEs in joining the Pakarajaan Festival last February 26, 2015, a total sales of Php 50,000.00 were generated in the said activity. The Department facilitated the attendance of 5 SMEs, the Sulu Royal Coffee, Unifrutti Group of Companies,Twi Tawi Hot Moro Hot Chilli Powder, Sulu Coco Sugar and TindaNAMIN (AMIN PartyList) to the International Food Exposition held at SMX Convention Center in Pasay City last May 2015. The activity was a showcase of food innovations in the Philippines, the APEC and the rest of the world. Hot Moro Hot Chilli Powder, a first time exhibitor to the event, inked a partnership with a buyer from Hongkong. The ARMM exhibitors generated a total booked orders in the amount of 5,000,000.00 and total cash sales of 250,000.00. DTI Basilan PO actively participated in the Lami-Lamihan Agri-Industrial Trade and Tourism Fair with 23 exhibitors coming from the different barangays of Lamitan City on June 25-27, 2015. The trade fair generated a total sales of Php 558,869.00. The Department spearheaded the ARMM RAMADHAN TRADE FAIR 2015 held at the ORG Compound, Cotabato City from June 17 to July 16, 2015. The month long activity generated a total sales of Php 7,868,096.50, 18% higher from last year’s figure of Php 6,664,065.00. A total number of 49 exhibitors participated in the event with 39 food and 10 non-food sellers. Highlight of the event was a closing program on July 16, 2015 wherein a plaque was awarded to Samra Maguindelli for being the Top Seller with a total gross sales of Php 791,575.00 and the Best Dressed Booth went to Babo Kagi. DTI Tawi Tawi Provincial Office conducted the 42nd Kamahardikaan Trade Fair held at the DepEd Ground in Bongao, Tawi Tawi last September. The activity generated a total gross sales of Php 628,875.00 and participated by 21 exhibitors. Conducted Trade Fair Exhibits dubbed as “Indajinis Trade Fair 2015” in time with the Sulu Provincial Athletic Association Meet (SPAAM) 2015 on November 8-12, held at the Sulu Grand Stand, Capitol site, Jolo. Among the participating sector and agency include the following: DOST, MyDev, Maimbung LGU, Notre Dame Cottage, Sulu Coffee Processing Center, Sanyang Cooperative, Timothy’s Native Delicacies and Gelen’s products. The Trade fair generated a total cash sales of P26,606.

Skills Trainings/Capability Building DTI Maguindanao Provincial Office conducted Rubber Quality Improvement Advocacy on January 27, 2015 at Upi Municipal Hall. Professor Rogelio C. Testado lectured on Improving Productivity and Quality of Natural Rubber and Provincial Director Engr. Anthony Bravo of DTI Cotabato shared the Rubber Industry Situationer - Current Trends and Updates of the Rubber Industry in Mindanao. One of the highlight of the activity is the distribution of 140 pcs of coagulating tanks to rubber farmers of Upi, South Upi, Parang, Matanog, Buldon, Sultan Kudarat, Datu Odin Sinsuat and Shariff Aguak. DTI Maguindanao conducted Basic Entrepreneurial Skills Training from August 13 to 18, 2015 to TESDA Skills graduates funded by the ARMM PAMANA program. The graduates came from the municipalities of Sultan Barongis, Datu Saudi U. Ampatuan, Datu Piang, Rajah Buayan and Paglat. DTI Sulu Provincial Office conducted Training Workshop on Value Chain for Coconut on May 28 and facilitated the skills training on Coco Sugar-Making and other Coconut By-Products on May 29, 2015. Participants to the 2-day training were coconut farmers/producers of Maimbung, Sulu. The participants, numbering about 35 heads, undergo actual procedures of cooking of coco sap from coco honey to coco sugar with direct supervision of the trainor. DTI Basilan facilitated and conducted the training of 25 barangay officials of Lamitan City on Business Entrepreneurial Development Course sponsored by Nagdilaab Foundation, Inc. last July 2728, 2015 in Lamitan City. And also conducted BEDC to 70 Out of School Youths who are undergoing TESDA training on Furniture Making, Food Processing, Baking & Pastry Making held at Lamitan Institute of Technology last June 9, 2015. DTI Lanao del Sur conducted Entrepreneurship Development Seminar for Out-of-School Youths under the MYDEV Program. Participants to the activity came from the different barangays of Marawi City and held at Noramis Function Hall, Marawi City last September 2-4, 2015. The said provincial office also facilitated the training on Digital T-shirt Printing OSYs, under the same program, held at the Brgy Hall of Raya Madaya, Marawi City last Sept. 14-18, 2015, and the training on Palapa Making for OSYs held at Brgy Hall of Dayawan, Marawi City last Sept. 28-Oct 2, 2015. 9

DTI Tawi Tawi conducted Institutional and Entrepreneurship Development seminars in SangaSanga and Bongao last October. Participants to the seminars were members of various people’s organizations in the area. Bottom Up Budgeting/Grassroot Participatory Budget Projects (BUB/GPB) 

DTI Sulu PO under the BUB project of LGU Pata, Sulu, conducted skills training on basic business management and sewing techniques; and turned-over 25 sewing machines to LGU Pata, Sulu.

 DTI-Maguindanao PO conducted Industry Cluster Development and Business Management Training Seminar last March 26-27, 2015, in Parang, Maguindanao. 

Rehabilitation/Construction of livelihood center in Maimbung, Sulu was completed last April 2015 and 15 sewing machines were provided to Maimbung LGU.



DTI Lanao Provincial Office conducted the business management training to BUB project beneficiaries of LGU Tamparan and Buadipuso Buntong.



DTI Lanao Provincial Office facilitated the conduct of skills training on Bamboo Handicraft Finishing techniques at the MSU-IIT Bamboo Technology Resource Center last February 3-5, 2015.



DTI Lanao Provincial Office conducted skills training on bamboo preservation and seasoning training workshop at the MSU-IIT Bamboo Technology Resource Center last February 10-11, 2015.



DTI Lanao Provincial Office conducted training on basic bamboo nursery and preservation at Moriatao Datu, Tamparan last February 17-18, 2015.



DTI Lanao Provincial Office conducted training workshop on engineered bamboo at the MSUIIT Bamboo Technology Resource Center last February 23-27, 2015.



DTI Sulu Provincial Office conducted entrepreneurship training and garment making at Pata, Sulu



Conducted the Skills Training on Garments-Making (T-shirt making) for around 40 Women beneficiaries of LGU Maimbung on May 1-2, 2015 at the Maimbung Livelihood Center. 29 of which have completed the training co urse. 3 participants have been assessed and categorized as skilled and 26 of them as semi-skilled

DTI Basilan PO facilitated the conduct of Training-cum-Production of handicraft making using bamboo and nito as raw materials held last June 3-6, 2015 in Lower Banas, Lantawan, Basilan. Thirty two (32) participants attended and sixteen (16) products were developed.



DTI Basilan PO released the funds intended for the two (2) BUB Tindahang Pinoy Projects in Al Barka and Moh. Ajul in the amount of Three Hundred Fifty Thousand (Php350,000.00) each. Business Management Training were conducted to the beneficiaries.



DTI Maguindanao completed the implementation of Bottoms up Budgeting Project for Parang, Maguindanao. Two (2) project components had been conducted. 1. Industry Cluster/Business Management Training on March 30-31 to April 01 & 06, 2015 with 30 participants attended and 2. Benchmarking Mission on Seaweeds Value Adding - May 07, 2015 with 32 participants joined). While the project Provision of Livelihood for Women - One Town One Product Squid Drying, the Bottoms up Budgeting project for Datu Blah Sinsuat , Maguindanao is now at 95% completion. A Business Management Training and Skills Training on Squid Drying technique was conducted, the facility for squid drying is already finished and ready for awarding.



DTI Lanao Sur facilitated the training/seminar on the establishment of crucible furnace facility for brass making, a component of the BUB Brassware Project (One Town One Product) of LGU Tugaya. The training was held in the MSU-IIT in Iligan City from Sept. 3 to Oct 2, 2015.

ARMM HELPS On December 2014, the Department of Trade and Industry - ARMM and the ARMM HELPS Program Management Office signed a Memorandum of Agreement for the implementation of 13 HELPS Projects in the 3 provinces of Basilan, Sulu and Maguindanao. The project fund will be provided by the ARMM HELPS PMO while DTI will implement the projects in the said provinces. The Department started implementing the projects in January 2015 and was completed last May 2015. Training component of the projects were conducted last March 11-12 for Sulu ARMM HELPS Projects, March 18-19 for Lanao del Sur and March 26 for Basilan. Start-up Capital with a total amount of four million nine hundred fifty thousans pesos (Php 4,950,000.00) were distributed to beneficiaries after the training. Equipment and facility were also provided to the 13 cooperatives.

BUSINESS REGULATION AND CONSUMER WELFARE Business Regulation Through its provincial offices, DTI-ARMM promotes and regulates business activities in the region by registering and licensing. The Department continuously campaigns for business name registration. Price/Product Monitoring The Department through its provincial offices regularly monitors the prices of basic and prime commodities in compliance to Fair Trade Laws (FTLs) enforcement. DTI-ARMM also regularly updates/maintains the on-line monitoring of prices through the use of the Web-based Price Monitoring Report System (WPMR). A total of 120 establishments in the region were randomly monitored from January to December. Processed goods have stable supplies and prices remain stable. DTI Basilan issued 12

warning to one (1) establishment found selling sub-standard electrical supplies and ordered the products to be pulled out of the shelf.
