Dear Stakeholders, I am pleased to present the 2015 Counterdrug Annual Report. This report represents another successful year for the Wisconsin Counterdrug program. We are committed to our partnership with local, federal and state agencies. Through these partnerships, we have been able to recognize emerging and changing threats, and focus our support where it is needed most. The Counterdrug program continued its mission of training 4,330 law enforcement officers and military members at the High Risk Entry Facility and other accommodations at Volk Field. These training facilities presented participants with tactical scenarios which prepare them for many other situations that are common to law enforcement officers as well as the military. This year we partnered with the Iowa Counterdrug Program and offered six classes free of charge in the Milwaukee area and at Volk Field. The state of Wisconsin continues to sustain the highly regarded RC-26 aircraft to support counterdrug missions. The RC-26 was able to provide a critical aerial support role to law enforcement agencies in Wisconsin as well as support numerous interstate missions. This year we assisted law enforcement with $11M in seized assets, currency and drugs. The support of the RC-26 enhances officer safety, provides unparalleled capabilities, and produces impressive results for law enforcement agencies. The core of our business is criminal analyst support for narcotics investigations to reduce the supply and demand of illegal drugs. Analysts have been strategically placed at agencies throughout the state on major trafficking routes and within hub cities to help deter illegal drug activities and assist in disrupting and dismantling drug trafficking organizations. This year we assisted law enforcement with 2,380 drug-related arrests and $37.8M in drug-related seizures. We are pleased to have the ability to provide well trained, disciplined professionals that act as force multipliers for the agencies we support and to the state of Wisconsin. This 2015 Annual Report highlights our continued commitment to keep our communities safe and free of drug abuse. Without the tremendous support of our customers, state leadership and our elected officials, the support we provide to law enforcement would not be possible. Thank you to our local, state and federal agencies for partnering with us to reduce the amount of illegal drug activity in our great state of Wisconsin. Our Counterdrug team is looking forward to our continued partnership in 2016!

Sincerely,

LAURI A. HROVATIN Lt Col, Wisconsin National Guard Counterdrug Coordinator

“Your staff and facilities continue to meet our every expectation. As budgets tighten and training demands increase it is great that your partnership with our organization can bring such high quality training to those who serve the law enforcement community.” John Czerwinski President Midwest Tactical Officers Association
