Dear Stakeholders, I am pleased to present the Counterdrug Annual Report for 2016. It is a privilege to continue providing Counterdrug support to our customers through supply reduction and training. In our 25th year, this program continues to see many successes with the impact we are having within our communities. However, we must remain vigilant and utilize our limited funding strategically so we can maximize our support capabilities. Despite our reduction in personnel and initial funding challenges, we surpassed previous years in assisting law enforcement with 3,000 drug-related arrests and $103.6M in drug-related seizures. Regardless of our limitations, this program is committed to continuing its partnership with law enforcement which is essential to detect, interdict, disrupt and curtail illegal drug activity in our communities. The Counterdrug program completed our 16th and final year providing no-cost training support to law enforcement and military members through multiple training facilities at Volk Field: High Risk Entry Facility, North RRR, Leadership Development Course and building 41 classrooms. These training facilities presented participants with tactical situations that prepare them for many other scenarios common to law enforcement officers as well as the military. We are happy to have been able to provide training support to over 25,000 law enforcement officers and military members for the past 16 years. Effective 1 October 2016, training is available through Wisconsin Emergency Management and we are confident that this training will have a lasting impact on the safety of our communities. Wisconsin continues to maintain the RC-26 aircraft to support our local communities and law enforcement agencies. The support of the RC-26 enhances officer safety, provides unparalleled capabilities, and produces impressive results for officers. One of the greatest impacts to our state this year has been the RC-26 aircrew’s ability to provide continuing support to the identification and disruption of the violent street gangs within our cities. The aircraft has also been critical in supporting partner states, as well as national initiatives along our southwest border. Through our partnerships, we have been able to recognize emerging and changing threats, and focus our support where it is needed most. The core of our business is our criminal analysts. Analysts have been strategically placed at agencies throughout the state on major trafficking routes and within hub cities to help deter illegal drug activities and assist in disrupting and dismantling drug trafficking organizations. This placement allows our analysts to provide support to all 72 counties within the state. With the smaller number of analysts, we have refined our approach which allows our fully trained and qualified pool of analysts to focus on the criminal organizations rather than the individual criminals. Finally, our accomplishments could not be realized without the support of our customers, our state leadership and elected officials.
