Under Minnesota Stat. §13.37, trade secret information is defined in part as government data, including a compilation that 1) was supplied by the affected individual or organization, 2) is subject of efforts by the individual or organization that are reasonable under the circumstances to maintain its secrecy, and 3) derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use. The avoided costs information designated as trade secret and contained in Schedule 2 meets this definition for the following reasons:
1. Xcel Energy, the affected organization, is supplying the information. Xcel Energy makes extensive efforts to maintain the secrecy of this information; 2. The information is not available outside of the Company except to regulatory agencies under the confidentiality provisions of state or federal law; and 3. The avoided costs information contained in Schedule 2 has economic value to Xcel Energy, its customers, suppliers, and competitors. Providing the avoided costs to serve our customers during the 2015 control day would give competitors information that they could use to extract higher prices in the wholesale energy market. This result would directly harm Xcel Energy by making its delivered energy costs less competitive. OVERVIEW Northern States Power Company, doing business as Xcel Energy, submits to the Minnesota Public Utilities Commission this 2015 Annual Saver’s Switch® Report in compliance with Commission Orders in the Company’s Controlled Air Conditioning Rider (Saver’s Switch) above-referenced dockets. Our Saver’s Switch program dates back to 1990, when the Commission approved the Company’s two experimental tariffs as part of a pilot load control program. Since this time, the Saver’s Switch program has become a workhorse in the Company’s load management stable – having expanded to include more than 400,000 business and residential participants that provide more than 300 MW of available load relief to our electric system in Minnesota alone. Currently, the program is estimated to serve more than 60 percent of eligible residential customers with direct load control. The success of this program is in part due to the ability for customers to have a direct impact to the energy grid. Under the program, customers authorize Xcel Energy to control their central air-

conditioning units during periods of high electrical demand, in exchange for a discount on their bill during summer months.1 In addition, customers are loyal to the Saver’s Switch program. For instance, the Residential Saver’s Switch program has had an attrition rate of only 0.15 percent 2. The clear implication is that customers participate in the program for a significant, if not entire, portion of the switch lifetime. Low attrition also shows customer commitment to peak reductions during high system load. The remaining balance of our 2015 Annual report provides the following program information: • Customer participation, • Complaints, • Program usage, • Control hours, • Control reasons (peak or economic), and • Demand (MW) savings information. ANNUAL REPORT A.
Background
The Saver’s Switch program is a direct load-control program for Residential, Small Business, and Commercial and Industrial customers. Residential participants receive a 15 percent discount on their electric energy charges from June through September, and business customers receive a $5.00 per air-conditioning ton, per month, bill credit from June through September. Residential air-conditioning participants also have the option of enrolling a qualifying electric water heater for an additional two percent discount on electric energy charges, year round. The program itself has also been part of the Company’s Conservation Improvement Program (CIP) since 1992. The Company has accounted for demand and energy savings consistent with Department approval since this time. We note that the savings and demand achieved through CIP are not accounted for within this annual report, but can rather be found in our annual CIP Status The Company also offers electric water heating control to residential customers with a controlled central air conditioner or heat pump. Customers served with an Energy Controlled Service (NonDemand Metered) rate schedule are not eligible. 2 0.15 percent attrition rates are based on a five year average from 2011 -2015. 1

Reports.3 The annual report is intended to provide specific program detail as required by the Commission for the Controlled Air Conditioning Riders4 which can be found in the Company’s Electric Rate Book Section 5, Sheets 97-99.1. Therefore, reporting details between these two requirements may differ slightly based on specific requirements of these dockets. We also note that the company is currently conducting a pilot test of using Wi-Fi enabled ‘smart’ thermostats for controlling load of customers participating in a load management program. This approach, if successful, may provide an alternative to Saver’s Switch. Participation in the two programs would be mutually exclusive. B.
Required Information
Below, we discuss the requirements of the Commission’s May 14, 2001 and November 1, 2002 Orders that form the basis for this report.5 We provide the detailed information as Schedule 1 to this filing. 1.
May 14, 2001 Order
We provide the following required information as Pages 1-3 of Schedule 1 to this filing: • • • • • •
Total number of participants; Number of new participants; Number of new cancellations; Saver’s Switch complaints to the Commission; Saver’s Switch complaints to the Company; List of individual control days and the reasons for instituting control on each day; • Total yearly control hours; and • Number of system emergencies.

Schedule 1 contains the above data for the years 1997 through 2015. Page 1 contains the Residential Program details; Page 2 contains the Business Program details; and Page 3 contains the 2015 Control History and Complaint Statistics. In summary, we added 3,573 new customers, conducted 18,727 maintenance retrofits, and had 659 switch deactivations. At the end of 2015, our Saver’s Switch program had a total of 389,479 residential and 16,142 business participants in Minnesota. 2.
November 1, 2002 Order
We provide the following required information as Pages 1-3 of Schedule 1: • The number of customers and megawatts (MW) signed up for the program; • The number of customers (and MW) opting out of the program; We provide the following required information as Schedule 2, which contains the detailed data during each hour of the interruption: • An estimate of the total MW interrupted during each hour of interruption; and • An estimate of Xcel Energy’s avoided cost during each hour of interruption. As shown in the attached Schedules 1 & 2, we conducted our first in-field test of the Saver’s Switch program in 2015. As such, the Company controlled all customers for an increment of two hours to verify system control. This was done in two separate events where half the participant population was controlled per event. The test is the only control event reported during this 2015 period. We confirm the Saver’s Switch program was available for both peak load management and economic dispatch, even though the Company did not find need to control outside the test event. C.
Economic Dispatch
In compliance with the November 1 Order, we made our Saver’s Switch program available for both peak reduction and economic dispatch for the past 12 seasons (2003 to 2015). Saver’s Switch for economic dispatch began as a pilot program, because we initially had concerns that economic triggers would be too frequent, causing customers to leave the program and result in an overall reduction in direct load control. 4
However, due to the dependency of each of these dispatch protocols on the weather (peak dispatch used during hotter times, economic dispatch used during cooler times), we rarely face a choice between our peak and economic dispatch protocols. We believe that we benefit from having both economic and peak reduction trigger points available. In 2016, we will continue to use criteria established in the Tier 1 Energy Controlled Service Rider for our economic dispatch trigger control. The Tier 1 Energy Controlled Service Rider is used because of its current use to guide control activities for water heaters within the Saver’s Switch program, and its likely correlation with higher market prices for electricity. We call on Tier 1 Energy Controlled Service Rider customers whenever the production cost is in excess of $70 per MWh. Further, the Company is reviewing additional use of economic dispatch. Saver’s Switch is a candidate for geo-targeting load control to specific trouble areas in the electric system. Currently, the Company is testing this ability in our Colorado Service territory. As further results are collected in these tests, we will begin to determine if such efforts are warranted in Minnesota as well. D.
Program Results
In 2015, the Saver’s Switch program saw a slight increase in residential participation while business participation was flat. While the overall population did not change significantly, a large number of older switches were replaced with new units contributing to the robustness of the program. 1.
Program Use
Outside the Saver’s Switch testing event, we had no additional control events in 2015. Our total 3,573 new additions in 2015 included 3,211 residential and 362 commercial participants. We installed a total of 3,281 and 916 switches on customer premises, respectively. Further, 56 new residential participants enrolled a qualifying water heater in addition to their air conditioner. During the year we also conducted 16,746 residential and 1,981 commercial maintenance replacements of units found to be not working or needing replacement.

Complaints
In 2015, there were no Commission complaints recorded. Pages 1 and 3 of Schedule 1 provide detail regarding the numbers of Commission complaints for the last several years, as well as other inquiries regarding the program that we track as complaints, as they inform our program efforts. 3.
System Management
The Company utilizes a process we call Virtual Visit to test the condition of installed switches in the residential Saver’s Switch program, using our automated meter reading system. Virtual Visit is a part of our Demand Side Management (DSM) Saver’s Switch Maintenance program. As switches age beyond their estimated useful life (15 years), it is expected that some of those switches may fail. The Saver’s Switch Maintenance program is designed to identify those nonworking switches so they can be replaced. In the Virtual Visit process, we turn off customer air conditioners while we measure electric consumption before, during, and after the test. If customer consumption indicates that the air conditioner is running and we do not measure a consumption decline during the test, we can, in certain cases, conclude that the switch is not appropriately responding. Our annual goal is to test our entire residential switch population. However, in order to do so, the weather must be warm enough for participants to be using their central air conditioners, but not so warm that we need to cycle the units. We also prefer not to conduct Virtual Visit tests on weekends. The testing itself is done in segments of 30,000-40,000 customers at a time, as weather permits. By testing in smaller segments rather than the whole population, we can better manage customer calls and satisfaction. In 2015, we conducted Virtual Visits on about a quarter of the residential switch population, in three different tests, identifying about 13,000 switches to be replaced. The majority of those switches will be replaced in 2016. As mentioned in the 2013-2015 CIP Triennial and 2016 Extension Plans 6, we anticipate continuing to conduct Virtual Visits. We may also replace some of the very early vintage switches dating back to 1990-1994.

Virtual Visits allow us to test the conditions of installed switches. However, these events do not allow for a full review of the load reduction per switch like an actual control event would. The Company, therefore, conducted one control testing event in 2015 as a readiness exercise. Given low program use over the past several years, we wanted to verify the availability of load reduction during a control event. Approximately 303,000 of our 437,000 deployed switches are now equipped with adaptive algorithms. All new residential and business participants, as well as all switches replaced for maintenance purposes, received the adaptive algorithm switch in 2015. These adaptive switches cycle customer air conditioner units off and on based on usage, aimed at achieving a 50 percent reduction in load compared to the traditional switches, which use a 50 percent time-based cycling strategy running 15 minutes on / 15 minutes off. The adaptive switches increase overall kW reductions by minimizing free-ridership by “smartly” determining how often an air conditioner runs normally and cycling at 50 percent time. 4.
Program Attrition
Participant attrition has historically been quite low. As detailed on Page 1 of Schedule 1, in 2014, Saver’s Switch had 515 residential cancellations, or a fraction of one percent of total residential participants. This continues the trend of extremely low attrition rates recorded over the past decade. As Page 2 of Schedule 1 illustrates, there were 144 business cancellations; this continues a flat trend for this participant group. We note that 144 is the count of deactivated or removed switches, not the number of customers. The number of customers leaving the program is smaller as the average business participant has approximately three switches. CONCLUSION Our Saver’s Switch program has been a customer success for over a decade. While control events have been low over the past several years, the Company continues to depend upon these resources in case of an emergency and for system planning purposes. Further, the Company has taken active measures, such as testing, to verify the availability of load reduction by our switches. Xcel Energy respectfully requests that the Commission accept this annual Saver’s Switch compliance report. We believe our operation of the Saver’s Switch Program for both peak and economic reasons provides overall value to the system, as well as all of our customers.
