NOTICE OF RACE 2017 Star 45 Region One Championship Regatta 2017 Star 45 R1CR Notice of Race The 2017 Star 45 Region One Championship Regattawill be hosted by the Minuteman Model Yacht Club (AMYA Club #25) at Rosemary Lake in Needham, Massachusetts, on Saturday, July 22, 2017. Please forward this Notice to any Star skipper(s) you think might be interested. Rules: This regatta will be governed by the rules as defined in the current version of The Racing Rules of Sailing, Appendix E of the RRS, the AMYA Bylaws, the US One Meter Class Rules, the Regatta’s Sailing Instructions (“SI’s”) and any amendments to the SI’s. Scoring: A low-point scoring system is used for all Minuteman MYC Open Regattas. • First place will get 1 point; second place will get 2 points, etc. • DNF (Did Not Finish) will be scored as the number of boats in the daily fleet plus 1. • DNS (Did Not Start) will be scored as the number of boats in the daily fleet plus 2. • DSQ (Disqualified) will be scored as the number of boats in the daily fleet plus 3. • Each skipper is allowed one, five-minute hold per regatta. Eligibility: To participate, you must be a member of the AMYA or (in the case of international entries) a member of your national sailing authority. The boat entered must be properly registered with the class. Entry: Any eligible owner/skipper may enter the regatta by completing and returning the Regatta Entry Form, on the next page, together with an appropriate check, payable in USD, to the address indicated below, or by simply clicking on the following link and supplying the following Info: (1) your name, (2) your sail number, (3) your AMYA number, and (4) your radio channel (unless you are using a 2.4 GHz radio system). Fee: A $20 regatta fee will be collected at the Pond. (Sorry, trophy cost has increased.) NOTICE OF RACE 2017 Star 45 Region One Championship Regatta Schedule of Events: 8:30 a.m.: Check-in, measurement, and Practice Racing at the venue 10 a.m.: Skipper’s Meeting 10:15 a.m.: Racing begins 11:30 a.m. until 12:30 p.m., Break for Lunch (Water and soft drinks will be supplied. (Bring your own lunch.) 12:30 p.m. until 2:30 p.m.: Racing resumes (no race will start after 2:30 p,m.) 3 p.m.: Trophy Presentation Measurement: Before the start of the first race, boats may be measured for compliance to class rules. Sailing Instructions: If necessary, a copy of the Sailing Instructions will be available upon regatta check-in. Courses: Courses will be set by the Race Director, based on the prevailing conditions, and announced prior to the start of each race. Race Format: If there are 12 (or fewer) participants, the format shall be the low-point scoring system, with one throw-out following each 6 heats. That is, one throw-out for heats 1–6, one throw-out for heats 7–12, and so on. Throw-outs will be applied following each 6-heat sequence, and cannot be carried over. A minimum of six heats constitute the regatta, but as many heats as possible will be sailed in the allotted time. A heat-managed, odds & evens system will be used if the numbers of competitors or the conditions warrant. This will be determined solely by the Race Committee. Prizes: The first three places will be awarded trophies or plaques. If twenty or more entries, the first five places will be awarded trophies. Appeals, if any, shall not affect the awarding of prizes. Disclaimer of Liability: All those entering or taking part in this Championship do so at their own risk and responsibility. Sailing Instructions Rules - This regatta will be governed by the rules as defined in the current version of: • The Racing Rules of Sailing, Appendix E • the AMYA Bylaws • the Star 45 Class Rules • these Sailing Instructions Racing Format - At the discretion of the Race Director (RD), the fleet will be divided into one or two heats, depending on the number of entries. Courses - Courses to be sailed will be designated orally by the RD, using the color of the marks given in the order to be rounded. Any unusual configuration or special instructions will be given prior to the starting sequence of that race. Number of Races - A minimum of 5 races will constitute a complete regatta. Control Areas - Control Areas will be designated at the start of each day. Starts - The AMYA one-minute sequence will be used to govern the starts. The RD will callout the sail number of any premature starter. Failure to call a premature starter does not excuse that skipper from starting properly. It is solely a skipper’s responsibility for making a proper start, whether or not he or she heard the hail. The Round-an-End Rule, (RRS 30.1), will be in effect for all starts. No "Dip Starts." Holds - Skippers shall be limited to one 5-minute hold per day. The RD may initiate additional holds at his discretion. Safety - Transmitters with telescoping antennas must have adequate protection on the tip. Scoring - Low Point Scoring will be used for this regatta. There will be one throw-out following every 6 heats sailed. That is: one throw-out from heats 1–6, another throw-out from heats 7–12, another throw-out from heats 13–18, etc. • DNF (Did Not Finish) will be scored as the number of boats in the daily fleet plus 1. • DNS (Did Not Start) will be scored as the number of boats in the daily fleet plus 2. • DSQ (Disqualified) will be scored as the number of boats in the daily fleet plus 3. Redress - To claim 'redress' for an incident, the skipper of the disadvantaged ROW boat (1) must hail protest as per the RRS, and (2) must notify the RD immediately of intent to request redress. The RD may determine redress on the spot if the RD witnessed the incident. Redress, if granted, does not affect the promotion/relegation status for the next heat. Protests - If a skipper feels that he or she has been fouled by another competitor and wishes to take action, he or she must follow the procedure in the RR5. A skipper acknowledging a foul should immediately begin to get clear and take action to make the prescribed penalty turn and loudly hail the completion of the penalty turn. Any filed protests shall be heard at either a lunch break or at the conclusion of racing for that day.
2017 Star 45 REGION ONE CHAMPIONSHIP REGATTA Rosemary Lake, Needham, Mass, 10 a.m. Saturday July 22, 2017 Penalties - One turn, as described by the RRS (1 tack and 1 gybe) must be taken for breaking a rule of part 2 or for touching a mark. Some marks may be verbally identified by the RD as touchable. Penalty turns are to be taken as soon as possible, not at the skipper’s convenience! NOTE: Skippers should resolve their protests on the water. Finishing - At the RD's Discretion: If a boat or boats significantly lag the balance of the boats that have finished a heat, the RD may assign finishing positions to these boats. Further, a disabled boat, which is still under control and could finish eventually, may, at the discretion of the RD, be assigned a finishing position. Time Limit - At the RD's Discretion: If no boat has passed the first mark within 15 minutes, the RD may abandon that race. If no boat has finished within 30 minutes, the RD may abandon that race. Legal Equipment - In order to promote a fair regatta, the RD, at his discretion, may inspect and measure any boat at any time during the regatta. Role of the RD - The RD has final authority for calling Starts, Finishes, and fouls if a boat touches a mark of the course. Visual Aids - the RD may use binoculars at the Starting Line & Finishing Line. The RD may make any necessary changes to these Sailing Instructions in order to maintain a fair and competitive regatta.
