1. The Independent State of Papua New Guinea (PNG) has received a Loan from the Asian Development Bank (ADB) towards the cost of Maritime and Waterways Safety Project (MWSP). Part of this loan will be used for payments under the contract named above. This contract will be jointly financed by Government of the Independent State of Papua New Guinea. The eligibility rules and procedures of ADB will govern the bidding process. 2. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage One- Envelope bidding procedure and is open to Bidders from eligible source countries of ADB. 3. The National Maritime Safety Authority ("the Employer") now invites eligible bidders to provide sealed bid for the following contract: Navaids Replacement and Installation Work in Milne Bay & Central Provinces of PNG. Estimated time to complete the installation work is 4 months. The navaids replacement and installation work include: (a) Preparatory works for footings and foundations; (b) Construction and placing mixed concrete in site for GRP tower or any monopile on land; (c) Purchasing, installing, and testing of pile for the monopoles and buoy, new navigation lights, solar panels, batteries, reflectors, associated electrical equipment and cabling; and (d) Environmental protection works and implementation of maritime safety practice of communities. 4.
The following qualification criteria, in clear cut fail-pass, will be applied: (i) The bidder shall have (i) a minimum average annual turnover of US$ 4,300,000 within
the last Three (3) years; and (ii) as a minimum, the bidder’s net worth should be positive; (ii) The bidder must demonstrate access to, or availability of, financial sources such as
liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of US$ 1,630,000 plus bidder’s cumulative financial resources for current contract commitments;
(iii) The bidder must have specific experience in at least one (1) contract within the last five
(5) years, with a value of at least US$ 1,730,000 that have been successfully or are substantially completed and that are similar to the proposed works; and (iv) Within the last five (5) years, the bidder must have: (a) some experience in the installing
of maritime navigation aids (including monopiles and lights) in sea water areas, (b) experience in implementing environmental mitigative measures especially in a coral reef area, and (c) experience working in the Melanesian culture context. 5.
