The Government of the Republic of Palau has received financing from the Asian Development Bank (ADB) towards the cost of Koror – Airai Sanitation Project (KASP). Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

The Palau Public Utilities Corporation (PPUC) (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Sewage Treatment Plant Upgrade in Malakal. The work typically comprise, among others, the design and construction of a new Malakal Sewage Treatment Plant and decommissioning of existing works. The scope of works includes the Design, supply, Installation/construction, and commissioning of the 24,000 Equivalent Population (EP) Malakal Sewage Treatment Plant including screening, aeration, clarification, sludge digestion, and sludge drying; decommissioning and demolition of the existing sewage treatment plant, and restoration of the site. The defects liability period for the plant and all associated equipment will be 24 months commencing at the operational acceptance of the plant.

International Competitive Bidding will be conducted in accordance with ADB’s SingleStage; One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. The bid is divided into two lots: Lot 1 - Design, Supply and Install Sewage Treatment Plant Upgrade in Malakal Lot 2 - Management of Operation for 5 years

Only eligible Bidders with the following key qualifications should participate in this bidding. Fail-Pass qualification criteria will be used to check responsiveness of Bids.
Constructed at least two similar project within the last five (5) years with a minimum value of US$ 5,000,000.00 and a minimum construction experience in the following key activities during the last five years.

Supply, Installation, Commissioning of a 28,000 Equivalent Population Sewage Treatment Plant, including Commissioning and Transfer of Technology by training.. Mechanical, Electrical, and Instrumentation supply, installation, and commissioning All other experience requirements stated in the bidding documents.
Financial Requirements: a. Average Annual Construction Turnover of at least $8,000,000.00 b. Financial Resources of at least $2,000,000.00 plus current commitments
