Coupeville School District Policy No. 3270 Student Fees, Fines and Charges

Course Fees. The district provides an educational program for students as free of costs to the student as possible. The superintendent may approve the use of supplementary supplies or materials for which a charge is made to the student so long as • the charge does not exceed the cost of the supplies or materials, • students are free to purchase the items elsewhere or provide reasonable alternatives, and • the school maintains a proper accounting of all moneys received for supplies and materials. Classroom safety equipment and instructional resources (including reading materials) required as a part of mandatory classroom instruction or homework are not considered supplementary supplies or materials. The superintendent reports to the board in January the fee schedule for the following school year. Arrangements are made for the waiver or reduction of fees for students whose families, by reason of their low income, would have difficulty paying the full fee. The USDA Child Nutrition Program guidelines are used to determine qualification for waiver. Parents/guardians must be notified of the availability of fee waivers or reductions on an annual basis. Tuition Fees. The district may offer courses or elective programs for which tuition is charged, including but not limited to College in the High School courses, preschool, or online courses. Participation Fees. The district requires that students participating in school-sponsored activities pay a participation fee. The fee for each activity is approved annually by the board, pursuant to a recommendation by the superintendent. Arrangements are made for the waiver or reduction of fees for students whose families, by reason of their low income, would have difficulty paying the full fee. Fines and/or Charges. A student willfully causing damage to school property or losing school property will be assessed a fine equal to the cost of repair or replacement of the damaged or lost property. Fines assessed on students under 18 years of age are the responsibility of the student’s parent/guardian. The student and his/her parents are notified regarding the nature of the violation or damage or lost item, how restitution may be made, and how an appeal may be instituted. Appeal Process. When a fine for damages or loss of property is less than $100, the student and/or his/her parent/guardian have the right to an informal conference with the principal, and subsequently to submit a grievance to the superintendent and to the board of directors, as described in Washington Administrative Code 392-400-255. When a fine for damages or loss of property is $100 or more, the student and/or his/her parent/guardian may appeal the imposition of the fine as described in WAC 392-400-310. The school may withhold distribution of report cards, diplomas and transcripts, and may withhold participation in graduation ceremonies pending payment in full of unpaid fines, or pending

completion of a suitable voluntary work program arranged with the school principal. Official transcripts will not be sent until a student’s outstanding fees and/or fines are discharged. The enrolling school will be notified that the official transcript is being withheld due to an unpaid fee and/or fine.
