U-PASS Advisory Board Regular Meeting April 22nd, 2016 I.

Item 1 – Fee Chairs Written Recommendation Update Adam: So I was able to reach out to the new student tech fee chairs, who were not the chairs when the draft was initially presented, and so far one has responded and is on board with the language of the recommendation. So I’m just waiting on Bryce, the other new fee chair, to give his feedback and hopefully approval. In short, the finalized recommendation will be ready very soon. Zack: And just as a reminder, the discussion we had here originated from the ASUW Senate’s request to explore exemptions of distance learning student. Once the recommendation is signed, the AB should consider a statement in support of the recommendation as a means to satisfy the request of the Senates. The idea is that this would answer the Senate request, so whatever channel the AB wants to use to close that process. Hester: Is there anything else worth considering around this recommendation? Should we put it on the AB website? Zack: The current statement on the AB site is from the 2012 AB resolution supporting the no exemptions policy. I think the fee chair recommendation, with the AB’s backing, would be a good update to that, especially because it has external partners involved. It’s also something the U-PASS Liaison can use in response to requests for exemptions sent to the AB’s email account. So again, thanks for all your work on developing this great resource.

Item 2 – Discuss AB Recommendation for a Universal Faculty U-PASS

Hester: The student U-PASS is universal, while the Staff and Faculty U-PASS is opt-in. My understanding is that there are concerns about the Staff and Faculty U-PASS’ financial viability. In combination with the data from the recent study we saw at our last meeting, where we saw that students are taking the bus in massive numbers while faculty and staff SOV rates remain really high, perhaps this could be the time for the AB to make a statement to support a look into a universal option for the Faculty and Staff U-PASS? In short, it might be nice given our experience to write a letter in support of exploring that option. I don’t have a draft letter with me today, but I’d be happy to draft one with Adam’s help. Is anyone else in support of this recommendation or have thoughts? Tyler: Yes I support the idea, I am just less sure how faculty feel about it. Adam: Do we have any information perhaps from Faculty Senate? Tyler: I don’t know the extent to which they’ve talked about it, but Roy Taylor is our liaison and may have that information. Zack: This is a student-led resolution, but Transportation Services can point you toward resources that might be useful, like the 2015 Campus Transportation Survey. This board also has the capacity to administer a Catalyst survey directly to faculty. Keep in mind that, like distancelearning students, there may be gray areas around who is considered faculty. As for faculty and staff’s travel behavior, I’ll send over a finalized link for the Campus Survey. Sarah: Would it be more beneficial to come from a place of encouraging more faculty and staff to see U-PASS as a benefit, instead of, “We think you should be universal because we are.”? The survey might be a good resource, but I’m concerned that we would maybe have a hard time coming to them with a letter. VI.

Item 3 – AB Orientation/Retreat Scheduling Update Cooper: In general, 1-3pm looks to be the generally agreed upon time. There are still a handful of people that have yet to respond to the poll, but I will update you as their responses come in. Please let me know if you have any questions or concerns regarding the scheduling.

Item 4 – GPSS Appointment Sarah: I checked with Alex Bolton (GPSS President) and the rest of the executives, and they have communicated to me that GPSS is good to go to appoint AB members by the end of the year. Currently we are on track for filling all three appointments. Zack: Tyler, do you have any updates on the application form for ASUW? Tyler: Yeah, right now I’m editing some things from last year’s application to make them more pertinent to this year. I can draft something up and send it out for feedback from the AB. I also could use help finding interested undergrad applicants. Zack: There are some student employees at Transportation Services that might be interested.
