Informing the Public and Parents/Guardians The board supports the right of the community to know about the programs, services, policies and administrative operations of the District. The Superintendent or designee shall develop procedures and techniques for ensuring an open line of communication, subject to legal restrictions, between the administration, staff and District residents. The Board believes that it is essential for parents/guardians to be regularly informed of their students’ progress in school. News Media Relations The Board supports the active dissemination of information and full cooperation with all responsible news media representatives in order that the community may be more fully informed about the operations of the District and its schools. The Superintendent or designee shall establish procedures for the dissemination of news releases and other information pertaining to the District. To the extent possible, all news media coverage will be scheduled in such a manner that it does not disrupt the regular learning activities of the schools. News media personnel, when acting in their official capacity, must report to the school’s main office, principal or to the Superintendent’s designee, sign the log-in sheet and obtain a temporary identification badge, prior to an interview, photo and/or video which takes place on a District campus. The Superintendent or designee will guide Title I Schools in meeting the requirements of the Parent and Family Engagement Provisions in the Every Student Succeeds Act as outlined in this document. School Parental Involvement Policy • Parents will participate in the review of this document and provide input; • Parents will be notified of this document and, to the extent practicable, it will be provided in a language they understand. Policy Involvement The Superintendent or designee will: • Convene an annual school-based meeting to: o Provide Title I schools with information and tools o Give an overview of the District Title I Program o Give an overview of Title I policies and procedures o Solicit input from parents. • Offer flexible meeting times and places and, when feasible assist with transportation, child care and other related services such as translation and interpretation. • Conduct, with the involvement of parents, an annual evaluation of the content and • Effectiveness of policies and procedures in improving the academic quality of the Title I schools. o Use the findings of the annual review to improve the parental involvement program and, if necessary to revise policies and procedures relating to parental involvement. o Use the findings of the annual review to identify barriers to greater parent participation and develop strategies for more effective parent involvement. • Develop, implement, and annually revisit an action plan for parent involvement aligned to Title I school wide plans and Title III requirements. • Ensure that parents are involved in the design, implementation and evaluation of the school side program and policies and procedures under Section 1112. • Communicate information to parents which affects their students including student achievement, curriculum, assessment and staff. • If requested by parents, provide opportunities for regular meetings to facilitate participation in decisions regarding the education of their students. 4222 Page 1 of 1 Use of Private Automobiles for Trips The board discourages the use of private automobiles for transportation of students. In those instances where a volunteer uses a private automobile to transport students for a school activity he/she must sign the District’s Use of Private Automobile form for each trip, as well as, follow the guidelines below: • The owner-operator and the school principal must jointly sign the form; • The owner-operator must carry his/her own liability insurance on their private automobile with a minimum coverage of $100,000 per person and $300,000 per accident; • The owner-operator’s insurance will be primary; • The owner-operator must transport students in accordance with Idaho laws • There must be an appropriate passenger restraint system available for, and use by, each passenger. Passengers under seven (7) year of age must utilize a properly installed child safety or booster seat. No child under the age of thirteen (13) may sit in the front seat of the vehicle; • The operator of the vehicle must be at least twenty-one (21) years of age; and • The owner-operator of the vehicle must comply with District policies and procedures. 4310 Page 1 of 2 Projects and Solicitations All projects and solicitations must comply with established District policies and procedures. Curriculum Related Projects Curriculum related projects sponsored and/or designed by agencies outside of the school district and proposed for use in instruction in District schools must be approved by the District’s screening committee. If the screening committee approves a project, written authorization will be provided to the representative of the outside entity. The building principal or designee may decide whether or not to allow a project in a particular school. Contests Contests sponsored by agencies outside of the school district must be approved by the District’s screening committee. If the screening committee approves a project, written authorization will be provided to the representative of the outside entity. The building principal or designee may decide whether or not to allow a project in a particular school. Student participation in contests shall be optional. Research Projects Research projects proposed by agencies outside of the school district must be approved by the District’s screening committee. If the screening committee approves a project, a written letter of authorization will be provided to the representative of the outside entity. The representative shall have the obligation of securing permission of the building principal(s) for participation in the project. If the project involves surveys and/or research with teachers, teacher participation shall be optional. If the project involves surveys and/or research with students, student participation shall be optional, and parental permission for participation shall be obtained prior to conducting the research, except in instances described below. When an organization conducts studies for instruction and the organization requests access to student records, those records may be made available without parental consent under certain circumstances. The organization must agree to conduct the study in such a way that the personal identification of parents and students are not revealed. The information received from the District must be shredded or destroyed by the organization when it is no longer needed for the study. If an organization receives information from the District and does not follow the requirements set forth above, it may not access further information from student records for at least five years. The Board acknowledges that certain testing/research is done on a District-wide basis, or as necessary to verify the effectiveness of District programs. These testing/research situations, as approved by the Superintendent or designee, are not subject to the above stipulations. Fund Raising Fund raising shall be kept at a level whereby it does not intrude upon the instructional program or upon the time of staff and administrators.

Fund raising activities at the school level shall be approved by the principal or designee. Student safety and welfare should remain a top priority. Compulsory participation by students or District employees in fund raising activities shall be prohibited. Advertising The principal or designee may permit distribution of free instructional materials and supplies containing incidental advertising. Individuals wishing to display advertising posters or signs in school buildings, on school grounds, or at District sponsored activities, must have the prior approval of the principal or designee. Salesmen Distribution, solicitation, or sale of items on school ground by representatives of outside agencies shall have the prior approval of the principal or designee. Adopted: 6/1/08

4320 Page 1 of 1 Use of District Property The use or lease of District property requires the approval of the Superintendent or designee and shall: • Be in the best interest of the District; • Not interfere with the conduct of the District’s educational program and related activities; • Require the users to abide by District policies and procedures and • Be denied if the function’s intent is to advance any doctrine subversive to state or federal laws or to advocate social or political change by violent means. The District reserves the right to deny or cancel leases with an individual or organization if any of the above requirements are not met. The Board shall make District property available for use by individuals or organizations that meet the requirements of this policy and administrative guidelines. The administrative guidelines will be in writing and available to all individuals or organizations requesting use of District property. The Superintendent or designee has the authority to charge rates where applicable, establish priorities, determine frequency of use and grant or deny requests. The Board allows individuals or organizations who wish to lease District facilities on a weekly basis to do so for a period of three months at a time. The lease must resolve any problems identified in each leasing period to the satisfaction of the Superintendent or designee prior to an extension of the lease. The Superintendent or designee will annually review the lease rates to determine if a change is deemed necessary. Fees are set by administrative procedure subject to Board approval. An increase of 5% or greater must meet the requirements of state law for public announcement and input. Individuals or organizations who are dissatisfied with the Board policy or administrative guidelines shall have the right to request a review by the Board. Adopted: 7/8/96

4321 Page 1 of 1 Religious Organization Use of Facilities Religious organizations may rent District facilities on a weekly basis: • During emergency periods, such as for repair of damage to the organization’s building or • For the purpose of organizing a new church Because a long term use of District facilities may result in violation of the Establishment Clause of the United States Constitution, the District requires a religious organization to provide evidence of intention to relocate as a precondition of the lease. Such evidence might include, but not be limited to: • Architectural plans for facility construction or renovation; • Possession of a building site or • Construction of a facility in progress. The Board allows a religious organization to rent a District facility for a period of twelve (12) months. Except in extraordinary circumstances, the Board may extend the lease beyond twelve (12) months only under the following conditions: • The organization has commenced construction of its building and • A date is set for the termination of use of the District facility. For religious organizations who wish to lease District facilities occasionally (i.e. five (5) times or less during the year) the above requirements do not apply. Any damage to the equipment, facilities or supplies and the repair and/or replacement will be charged to the sponsoring group. Use of Equipment If an organization uses the kitchen facilities, a school food service employee must be on duty the entire time the kitchen facility is open and the following guidelines adhered to: • The food service employee must be paid at a rate set by the District. • The food service employee will be responsible to see that equipment is properly used for safety and sanitation. The food service employee will assist as needed, but the primary responsibility for the work remains with the leasing organization. • The food service employee will check to see that storage areas, refrigeration and freezers are locked and that the kitchen is left in an orderly manner.

4330 Page 1 of 1 Access to Public Records The Board supports the public’s right to examine and to obtain a copy of the District’s records, subject to such restrictions as are set by federal law or regulations, by state law, or by pertinent court rulings. The law stipulates that: • No inquiry can be made of any person who requests a public record to determine why the information is needed. • The person may be required to put the request in writing and to provide his/her name(s), email address, home address and telephone number. • Any fee, including the actual costs and personnel costs, for making copies of the public records may be calculated and charged according to law. • The request must be granted or denied in writing within three (3) working days. • If more than three (3) working days are needed to find or retrieve the records, the person must be notified in writing and the request must be granted or denied within ten (10) working days unless it is determined the existing electronic record requested will first have to be converted to another electronic format, in which case the District shall provide the converted public record at a time mutually agreed upon between the agency and the requester. • Certain public records by law or regulation are exempt from disclosure: o Student Records and Release of Student Directory Information Policy #3600. o Emergency Response Plans. • District personnel have the right to maintain sufficient vigilance to prevent records from being altered or destroyed. • Denial of any portion of the request must be made in writing. • The distribution or sale of mailing or telephone number lists without first securing the permission of those on the list is prohibited. 4510 Page 1 of 1 School Resource Officers The District shall support the School Resource Officer (SRO) Program. SRO’s are Boise City Police Department officers and Ada County Sheriff’s Office deputies who are assigned to District schools. They assist the District in providing a safe school environment through education, enforcement and cooperative efforts with school staff, students, parent/guardians, courts and community service organizations. The aim of this program in the schools is to hold juveniles responsible for their actions and prevent individual problems from developing into patterns of delinquency. Program Objectives • Investigation of cases involving juveniles, including situations with juveniles as witnesses or victims of crime and the use of effective alternatives to court whenever possible. • Positive contact between local law enforcement agencies and the school community, including staff, parents and community patrons through a regular and consistent, proactive presence in schools with a preventative emphasis. • Protection of children against victimization, gangs, involvement with criminals and other harmful influences through involvement in the site emergency planning process and collaboration with building administration. • Facilitation of information sharing relating to criminal or legal matters impacting the academic learning environment and the safety of the school community. • Support co-curricular opportunities in the classroom environment for instruction on the social and individual impact of laws, courts and the police.
