ADMISSION ARRANGEMENTS FOR ACADEMIC YEAR 2017/18 Academies Enterprise Trust (AET) is the Admissions Authority for Greensward Academy. These arrangements are established in accordance with Annex 1 of the academy’s Supplemental Funding Agreement. Admission Number Greensward Academy has an agreed Published Admission Number (PAN) of 225 for entry into Year 7. The academy will accordingly admit up to 225 students in the relevant age group, each year, if sufficient applications are received. All applicants will be admitted if 225 or fewer apply. Children with Statements of Special Educational Needs or an Education, Health and Care Plan Any child with a statement of Special Educational Needs or an Education, Health and Care Plan (EHCP) is required to be admitted (see definition). This gives such children overall priority for admission to Greensward Academy. This is not an oversubscription criterion. Oversubscription Criteria Students will be admitted at age 11 without reference to ability or aptitude. If the academy is oversubscribed after the admission of students with a statement of Special Educational Needs or EHCP where the academy is named in the statement or EHCP, priority for admission will be given to those children who meet the criteria set out below, in order: 1.

Looked after children and previously looked after children (see definition).

2.

Where the child has a brother or sister (see definition) currently attending the academy at the closing date for applications, with a reasonable expectation that the older child will still be at the academy at the time the younger child is admitted. (The final year for this purpose will be Year 13 or Year 11 if the sibling is not staying on to the Sixth Form).

3.

Where the child attends one of the following partner primary schools: Ashingdon Primary Academy, Hockley Primary School, Plumberow Primary Academy or Westerings Primary Academy.

4.

Children of staff in either or both of the following circumstances: a) where the member of staff has been employed at the academy for two or more years at the time at which the application for admission to the academy is made, and/or b) the member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage.

5.

By proximity of the child’s home (see definition) as the crow flies to the academy, with those living nearer being accorded the higher priority. This principle will also be used as a tiebreaker when the planned admission number is reached within one of the earlier criteria. In the event of a tie-break for the distance criteria, names will be drawn out of a hat.

Applying for a place in Year 7 for September 2017 All applications must be made in accordance with the co-ordinated admission scheme operated by the child’s home Local Authority (LA). For children resident in Essex this is published by Essex County Council in the Secondary Education in Essex booklet. Applications must be received by the national closing date, 31 October 2016. Offers of places will be sent on 1 March 2017. Late applications Applications received after the closing date will be dealt with in accordance with the co-ordinated admission scheme published by the child’s home LA. For children resident in Essex, this is published in the Secondary Education in Essex booklet. Distance tie-breaker All straight line distances are calculated electronically by the LA using data provided jointly by the Post Office and Ordnance Survey. The data plots the co-ordinates of each property and provides the address-point between which straight line distance is measured and reported to three decimal places. In the unlikely event of two applicants with an identical distance competing for a single place at the academy, the place will be offered to one applicant on the basis of lots drawn by an independent person not involved in admissions. Twins, triplets etc For applications made in the normal admission round, if the last child to be offered a place is a twin and their sibling cannot initially be offered, the academy will ensure both twins are offered a place. In the case of triplets or other multiple births, if the majority of children can initially be offered a place, the academy will offer places to the remaining children. For example, if two triplets can be offered a place, the remaining child will also receive an offer of a place. For mid-year applications, where a family moves into an area necessitating a change of school for their twins (or triplets etc) and the majority can be offered a place then a place will be offered for the remaining child(ren). However, where the family does not move but wishes to transfer the children to the academy where there are insufficient places for all of them then a place would not normally be offered for all. Waiting lists In accordance with the co-ordinated admission scheme, the LA will hold the waiting list until the end of August, if the academy is oversubscribed. Thereafter, the waiting list will be handed over to the academy and maintained on an on-going basis. Waiting list positions can change, for example, as a result of an offer of a place being made or as new applications for the academy are received. It is therefore possible that a child’s position on the waiting list could move down as well as up. The waiting list is open to any parent/carer who requests for their child’s name to be placed on the list following an unsuccessful application. Places from the waiting list will be offered in the priority order set out above, not in order of the date applications are made. Mid-year admissions The academy will co-ordinate their own mid-year admissions and an application made outside the normal admissions round (in-year admissions) should be made directly to the academy. Parents/carers can apply for a place for their child at any time. On receipt of a mid-year application, the academy will notify the LA of both the application and its outcome, to allow the LA to keep up to date with figures on the availability of school places within their authority. Fair Access Protocol The academy works in accordance with the Fair Access Protocol held by the LA. Should a vulnerable child within the protocol require a place at the academy, they will take precedence over any child on the waiting list.

Admission outside of the normal age group Parents may seek to apply for their child’s admission to school outside of their normal age group, for example if the child is exceptionally gifted and talented or has experienced problems such as ill health. The application should explain why it is in the child’s best interest to be admitted outside of their normal age which may include information such as professional evidence as to why this is the case and why an exception should be made in the case of the child. A decision as to whether this is an appropriate course of action will be made by The Trust (AET) as the Admissions Authority, who will take into account the circumstances of the case and views of the Principal. Parents/carers do not have the right to insist that their child is admitted to a particular year group. Appeals Academies Enterprise Trust (AET) as the Admissions Authority delegates the responsibility for appeals back to Greensward Academy. The academy buys into the Independent Appeals Service at Essex County Council. If your child has not been offered a place you have the statutory right to appeal to an independent appeal panel against the decision not to admit your child. Parents/carers have twenty school days from the date of their refusal letter to make an appeal. This is to ensure that it is heard along with all others. Detailed information about how to appeal will be sent to parents/carers with their offer pack. Parents/carers making a mid-year appeal against the decision of the Admissions Authority to refuse their child a place at the academy must be lodged within twenty school days of the date on their refusal letter. Notice of appeal forms should be sent to the address below. Appeal paperwork/guidance can be obtained from: Clerk to the Independent Appeal Panel, PO Box 11, Chelmsford, Essex, CM1 1LX Tel: 01245 430447 Email: [email protected] (for enquiries only) Website: www.essex.gov.uk/admissions Sixth Form Entry to Greensward Academy Sixth Form is made via application to the Director of Sixth Form. Both a provisional and final application form should be completed; the deadline for provisional applications is November of the year preceding entry and for final applications, January of the year of entry. Greensward Academy Sixth Form is committed to offering a variety of curriculum pathways for its students; entry criteria for these pathways can be found in the subject information booklet which accompanies the main Key Stage 5 prospectus. It is right that students are placed on a pathway most suited to their academic profile. All Greensward students in Year 11 are invited to make an application to the Sixth Form. All students attend option talks and take part in a Year 12 taster day in Term 1 of Year 11. Parents/carers are invited to attend a Sixth Form Information Evening in the year preceding entry to the Sixth Form. Invitation to this event is extended to students wishing to transfer from another institution. Students will complete a provisional application prior to option blocks being created. These are designed to offer a “best fit” based on provisional choices. Students will then complete a final application form. All students will attend a subject guidance meeting with a member of the Sixth Form Team. Students may change their options once GCSE results have been published and up to three weeks after the commencement of study.

Admission to the Sixth Form will be determined by the following criteria in the order set out below: i.

ii.

that the student has attained the specific academic requirements for entry to the courses, as published in the subject information booklet. It should be noted that, on occasion, teacher discretion will be used when allowing a student onto a course who has failed to meet the stated criteria. Each case is treated separately and the decision of the academy is final in this regard. that there is a suitable course available with a vacancy; group size will normally be capped at 25 but may vary depending on the nature of the subject and availability of resources.

The planned admission number (PAN) for students entering Year 12 is 160. The admissions limit placed on students who have not previously been students of Greensward Academy is 40 students, or until 160 places have been offered in Year 12. Should this limit be reached, the admission will be determined in accordance with the following additional criteria in the order set out below. Applications will be considered first from those received by the published deadline. This date will be stated on the final application form. If a subject is oversubscribed or the number of applications exceeds the capacity of the Sixth Form the following criteria will be used: iii. iv. v.

that criteria (i) and (ii) have been met. then that looked-after children (children in public care) are first to be admitted. finally, by proximity of the child’s home as the crow flies to the academy, with those living nearer being accorded the higher priority.

Should the admissions limit be exceeded in any previous criterion, then the distance criterion will be applied in that category. With regard to the efficient use of resources, learning provision and capacity in the local area, the academy reserves the right to exceed its capacity of 40 external students where a particular high performing subject has places in the particular class/or subject area and when the individual student can demonstrate their aptitude/ability in this subject area. Entry into Year 13 for external applicants will depend on the courses required, the availability of a place within that group and the student’s results from any modules taken in Year 12. After September 2017, the use of mock examination data will be acceptable where no AS examination has been sat. Examination Board compatibility is also required. Students who have completed Year 12 at Greensward Academy can only enter Year 13 if they have fulfilled the appropriate course requirements. Re-admission to the Sixth Form for those students who enrolled with alternative providers for September of their year of entry will be considered until the end of September. Each case will be treated on an individual basis and will depend initially upon capacity and the meeting of entrance criteria.

DEFINITIONS Statement of Special Educational Need (SEND) A Statement of Special Educational Need is a statement made by the LA under Section 324 of the Education Act 1996, specifying the special educational provision required for that child. EHCP will replace the statements of SEND. Looked After Children A ‘looked after child’ or a child who was previously looked after but immediately after being looked after became subject to an adoption, residence or special guardianship order will be given first priority in oversubscription criteria, ahead of all other applicants, in accordance with the School Admissions Code 2012. A looked after child is a child who is (a) in the care of a local authority, or (b) being provided with accommodation by a local authority in the exercise of their social services functions (as defined in Section 22(1) of the Children Act 1989). Adoption Order An adoption order is an order under Section 46 of the Adoption and Children Act 2002. Residence Order A ‘residence order’ is an order settling the arrangements to be made as to the person with whom the child is to live under Section 8 of the Children Act 1989. Special Guardianship Order Section 14A of the Children Act 1989 defines a ‘special guardianship order’ as an order appointing one or more individuals to be a child’s special guardian (or special guardians). Siblings A sibling is defined as a child who has a brother, sister, adopted brother or sister or step-brother or step-sister living in the same family unit in the same family household and address, who attends the academy in any year group excluding the final year. Biological siblings who attend the academy in any year group excluding the final year will also be treated as siblings, irrespective of place of residence. Children residing in the same household as part of an extended family, such as cousins, will not be treated as siblings. Home address Applications will normally be processed on the basis of the home address for the child at the time of application and determination, unless, where the home address changes, proof of an exchange of contracts or copy of a tenancy agreement are provided by 2 January 2017. The home address is considered to be the address at which the child resides on a permanent basis or is ‘ordinarily resident’. This is generally the address of the parent/carer. In some cases, children may be ‘ordinarily resident’ for the majority of the school week, including overnight, with another relative or carer, such as a grandparent. Where this is the case, the application may be processed on the basis of that address and proof of address and residence arrangement will be required with the application. The child must be living with the relative or carer 24 hours per day, for the majority of the school week. Arrangements where parents can leave and collect children from another relative or carer on a daily basis will be regarded as childcare arrangements and the child will not be deemed to be ‘ordinarily resident’ with that person. In all cases we expect that the adult with whom the child is ‘ordinarily resident’ receives the child benefit for the child (where eligible).
