Adobe Digital Publishing Suite Publishing DPS Applications in China by Steve Nichols and Leo Mao Adobe Digital Publishing Suite (DPS) enables publishers to provide their content to readers in the People’s Republic of China once they have signed a “China Addendum” to their Digital Publishing Suite Service Order. The China Addendum is available by contacting your Adobe representative. Meeting the requirements of the China Addendum means meeting one of two pre-requisites: •

Adobe requires publishers who use DPS to maintain a valid General Administration of Press and Publication (“GAPP”) license for each publication delivered into the China, or



the publisher has verified with qualified counsel in China that all content it distributes is legal and does not require a GAPP license or any other form of regulatory approval.

A GAPP license for a publication is available to Chinese owned organisations. Adobe does not facilitate this license for customers. An example of a publication not requiring a GAPP license may be a catalog (always seek verification from qualified council in China). Once the “China Amendment” is processed by Adobe, the Master Administrator will see new options when configuring user accounts on the DPS Dashboard: After you choose an account and click “Configure User”, you will see a “China Distribution” checkbox on the “Application Accounts” page. You will also see “China Contributor” added to the list under “Add Roles.”

Adobe DPS uses ChinaCache to deliver downloads within the Peoples Republic of China and Akamai for the rest of the world. Publishers who satisfy the China Addendum requirements and wish to distribute content into The People’s Republic of China MUST check the “China Distribution” box in the Applications Accounts settings. By checking this box, when a reader chooses to download a magazine, DPS will dynamically choose the appropriate Content Delivery Network depending on their location. Without this option, folio’s will not be downloadable inside the People’s Republic of China. It is not necessary to build two applications, one for the People’s Republic of China and one for the rest of the world.. The Contributor Role available in DPS Account Administration is specifically designed to allow DPS designers to preview their DPS content in the Adobe Content Viewer from within the People’s Republic of China. This is an alternative to using application accounts for previewing content. The China Contributor role is to be used by accounts that are not allowed to publish, do not build apps, but receive folios shared via the Folio Producer from the application accounts to add content to and preview on the Adobe Content Viewer. It is not necessary to enable China Contributor if you are working and sharing outside the People’s Republic of China. Publishers should NOT enable China Distribution for any account that does not comply with the “China Addendum“ terms.

Publishing to the Apple iTunes Store Publishers can distribute and/or monetize their applications within the People’s Republic of China in as they do for the rest of the world through the Apple iTunes store. As previously discussed it is not necessary to provide two applications to the iTunes store. Adobe DPS will dynamically deliver content to readers inside the People’s Republic of China or the rest of the world through the content delivery network appropriate to the readers location.

Publishing to Android Marketplaces Reaching the Chinese Android market is not a simple matter of making your applications available to the Google and Amazon marketplaces. Google Play for example can be difficult to access from mobile devices in China. Monetisation with Google Play is not currently an option. Amazon only recently launched the Kindle. There are hundreds of Android Marketplaces in China. There are marketplaces specific to cities and provinces, also marketplaces aimed at specific demographics. The great challenge you will face is to get your application to the widest possible audience. A common method for App developers to distribute and monetise their applications is to work with the three mobile carriers—China Telecom, China Unicom and China Mobile—as they allow payments directly billed on the consumer’s carrier payment plan. About 75% of app payment in China comes through direct carrier billing. As DPS does not currently have integration with these carriers, another option is to explore direct entitlement, working directly with the mobile carrier.

Google Play As monetisation through Google Play is not presently an option in China there are a number of considerations you need look at. If your application monetises content through in-app purchases outside China, a different business model will be required for content delivery inside China. Examples may be content paid for by advertising or develop direct entitlement to enable subscribers or single issue purchasers to log in to the application and download content. In these cases you will need to provide an Android application without a billing manifest. This can be done by choosing “None” in the Marketplace options in the DPS App Builder. In these cases a separate Application will need to be submitted to Google Play for China Distribution. A free Android application with free content does not need to specify a Marketplace.
