REQUEST FOR EXPRESSION OF INTEREST SELECTION OF A CONSULTING FIRM FOR ICT PROCUREMENT AND CONTRACT MANAGEMENT ADVISORY AND SUPPORT SERVICES 1.
The African Development Bank Group (AfDB or the Bank) is a multilateral Bank engaged in reduction of poverty, improvement of living conditions and mobilization of resources for the continent’s economic and social development. With this objective in mind, the institution aims at assisting African countries – individually and collectively - in their efforts to achieve sustainable economic development and social progress. Combating poverty is at the heart of the continent’s efforts to attain sustainable economic growth.

In order to carry out its procurement activities the Bank has in place a Corporate Procurement Division that is responsible for acquisition of goods, services, real estate and works for the discharge of the institutional activities of the Bank, including the Field Offices that are financed under the Bank’s Administrative and Capital Expenditure Budgets. The Information and Communications Technology (ICT) represents a significant sources of expenditure for the Bank, which relies on ICT to significantly influence and innovate its competiveness in the market.

In this context, the Bank is seeking the services of a consulting firm with expertise in ICT Procurement and Contract Management to accomplish the following tasks: -
Task 1: Holistic review of the Bank’s ICT contracts portfolio for identification and implementation of new sources of value and enhanced sustainability impact;

Task 2: Review of ICT standard contracts and bidding templates to enable continuous improvements and sustained value delivery;

Task 3: Provide trainings on ICT procurement and contract management to the Bank’s staff, including procurement practitioners, IT experts, legal advisors, and managers involved in handling of ITC procurement and service delivery. The selected firm will conduct one training at the Bank headquarters in Abidjan and develop on-line training material for uploading on the Bank’s e-learning platform; and

Task 4: As needed assistance and procurement advisory services, on call basis.

The Corporate Procurement Division of the Bank invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.).

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.

Duration of the assignment: Tasks 1 to 3 to be accomplished within six to maximum nine months and Task four will be delivered over a long-term period up to three years.
