CITY OF OJAI HISTORIC PRESERVATION COMMISSION AGENDA Regular Meeting Thursday, October 8, 2015 A regular meeting of the Ojai Historic Preservation Commission will be held on Thursday, October 8, 2015 at 5:00 p.m. in the Ojai City Hall Council Chambers, 401 South Ventura Street, Ojai, California. Roll Call Pledge of Allegiance Public Communications Members of the public wishing to address the Historic Preservation Commission on items appearing on the agenda are requested to complete a “speaker’s card” and file it with the Secretary prior to the start of the Historic Preservation Commission meeting. Cards are available in the Council Chambers Lobby. All comments should be limited to three minutes, unless additional time is granted by the Chair. Speakers should state their name and address for the record and must direct their comments to the Chair, not the audience or press. While the Historic Preservation Commission is in session, members of the Commission, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Chair 1 . Consent Item 1. Minutes of the September 10, 2015, regular meeting Recommendation: Approve as submitted. Disclosure of Site Visits and Ex-Parte Contacts Disclosure by Commissioners of site visits and ex-parte contacts for items on the agenda. Public Hearing Item 2. Miscellaneous Permit (MISC 15-13) recommendation to City Council Historic Landmark Designation for “The Aliso Street Adobe” located at 307-307A E. Aliso Street, and enter into a Historic “Mills Act” Agreement for the “The Aliso Adobe House” located at 307 and 307A E. Aliso Street, Assessor’s Parcel Number 021-0-113-110. The General Plan Land Use Designation and Zoning Classification of the property is Village Mixed-Use (VMU). Property Owner/Applicant: Robert and Tiese Quinn.

Historic Landmark Designation: 1. Hold a public hearing to receive comments from the public regarding the potential designation of The Aliso Street Adobe located at 307 and 307A E. Aliso Street, as City of Ojai Historic Landmark #22; and 2. Adopt Resolution No. 15-04 recommending City Council approval designating The Aliso Street Adobe as City of Ojai Historic Landmark #22. Historic Landmark Property Agreement: 1. Hold a public hearing to receive comments from the public; and 2. Adopt Resolution No. 15-05 recommending City Council approval of a Historic Landmark Property Agreement between the City of Ojai and Robert and Tiese Quinn, City of Ojai Historic Landmark #22, located at 307 and 307A E. Aliso Street.

Discussion Items 3. Annual 2015 Historic Preservation and Lifetime Achievement Awards Recommendation: Adopt HPC Resolution No. 15-03 recommending that the City Council recognize Elise DePuydt with the City of Ojai Historic Preservation Award for 2015 and Julie Tumamait with the Lifetime Achievement Award for 2015. 4.

Historic Sites of Merit (HSOM) Recommendations: 1. Adopt PC Resolution approving staff to prepare a Request for Proposal (RFP) for a qualified licensed historian to prepare a Phase 1 report for the first selected property, HSOM #4 the Smith Hobson house. 2. Discuss the second selected property, HSOM #5 the Ojai Grammar School, at another Commission meeting.

Discussion regarding HPC onsite visitation to view the sample recumbent rock wall at 1000 Foothill Road. Recommendation: Discuss the wall including submitted photos of the sample recumbent style rock wall.
