BACKGROUND UNESCO as the knowledge agency of the United Nations is tasked as the lead agency to sphere head for Sustainable Development Goal (SDG) 4: To ensure inclusive and equitable quality education and promote lifelong leaming opportunities for all. In addition, UNESCO considers various factors that contributes Lo the attainment of this sustainable development goal. One of which is gender equality and cmpowerment of women and girls. In reference to the 2013 Global Monitoring Report there are also 34 million female adolescents out of school, missing out on the chance to learn vital skills for work. Furthermore, slow education progress for children today will have lifelong effects: Almost a quarter of young women aged 15-24 today (116 million) in developing countries have never completed primary school and so lack skills for work. Young women make up 58% of those not completing primary school. Gender equality is a global priority for UNESCO and inextricably linked to its efforts to promote the right to education and support the achievement of the Sustainable Development Goals (SDGs). Gender equality requires and approach that ensures that girls and boys, women and men not only gain access to and complete education cycles, but are empowered equally in and through education is recognized by the Education 2030.

According to the report of the UNESCO Institute of Statistics, there is a large gender. gaps exist in access, leaning achievement and continuation jn education in many settings, most often at the expense of girls, although in some regions boys ai.e at a disadvantage. Despite progress, more girls than boys still remain out of school - 16 million strls will never set foot in a classroom and women account for two thirds of the 750 million adults without basic literacy skills. Among the many obstacles that stand in the way of women and gil.Is fully exei.cising their right to part].cipate jn, complete and benefit fi.om education are poverty, geographical isolation, minority status, disability, early marriage and pregnancy, gender-based violence, and traditional attitudes about the status and role of women.

In oi.der to support efforts for the empowerment of women and girls, UNESCO Office, Jakarta together with its partners are pursuing initiatives towards this end. Various development partners, both local and international, collaborate with Department of Education, Philippines to better serve its stakeliolders. UNESCO Off]ce, Jakarta, which implements the .`Better Life for Out-of-School Girls to Fight Against Poverty. and Injustice in the Philippines," with funding support from Korea Intemational Cooperation Agency (KOICA). One of the components of the said project is the personality development for

Altemative Leaning System learners, mobile teachers and district coordinators in Tacloban City and its vicinity.
