As the Railways are awate, in terms of Board's letter No. E(D&A)-2007/GS-1-1 dated 17.A6.2009,supervisorystaff of Group oC'working onthe Railways in the scalesof pa;', the maximum of which, is in Pay Band-II, Rs. 9300-34800.with Grade Pay of Rs. 46001-will have to submit annual return of their immovable property. A question whether an additional column may be inserted in the Part-II (Self Appraisal) of performas being used for filling up of APAR of non-gazettedsupervisory staff on the Railways showing that Annual Immovable Property Return has been filed, has been engagingattention of Board for quite sometime. 2. The matter has accordinglybeen consideredby Board, It has been decidedtirat an additional column 03 in Part-II, Self Appraisal in the Armexure-I to IV of forms -"TbE circulated to zonal Railways under Raiiway Board's letter No. EG\IG)I-86/CR/5 dated 22.04.1987or whereverit is required to be addedsuitably in the caseof supervisorystaff, may be introduced describing unambiguously o'whether Annual Return of Immovable Property ftir preceding years to which APAR is being reported upon, has been submitted by supervisory staff who ale working on the Zonal Railways in Grade Pay Rs. 4600/- and above. The reporting officer sha.llhot aeceptthe APAR without this nerviy inserted column fiiied up by the officiai reported upon and take further action in the process of writing of APAR as per extant procedurecontained in Board's ietter No.EOJG)I-2000/9R/3dated 12.01.20A1assumingthat the empioyee concernedhas not submitted his self appraisal within the eiven time.
