Anti Ragging Campaign Notification to Students

Prohibition of Ragging 1.

Ragging means display of disorderly conduct, doing of any act, which cause or is likely to cause physical or psychological harm for raised apprehension or fear or shame for embarrassment to sfudent in and educational institute and include;

Teasing, abusing, threatening for playing practical jocks on or causing hurt to student or Asking a student to do any act or perform something with the student will not in the ordinary course, willingly do.

2.

The student for his or her parents or guardian or the teachers of an educational institute can complaint to the head of the institute in writing.

3.

Immediate disciplinary action will be taken against students involved in ragging.

4.

Any student who is proved to be guilty in ragging will face inquiry in the police station within the jurisdiction of the institute.

5. .

Whoever directly or indirectly committee, participate in, abets of profacate ragging within or outside of an educational institution, shall, on conviction, be punished with imprisonment for two years and shall also be liable to a fine of rupees ten thousand (10,000/-) or shall be suspended or dismissed from medical college.

Such students will not be admitted in any other educational institution for period of five years from the date of order of such dismissal.

DEFIMTION OF RAGGING Any'disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche ofa fresher or ajunior student".

To Curb the Menace of Ragging in Parul Institute Of Medical Sciences And Research. Anti.-Ragging Policy-Ragging is strictly banned in the premises of parul Institute Of Medical Sciences And Research. If anybody found indulging-in such activities, strict action

To prevent ragging in the College and also take proper action against those whose are indulging into it.

To root out ragging in all its forms from the institution by prohibiting it by law and preventing its occurrence by following the provisions of the Regulations of Supreme Court and UGC.

Spell out suitable punishments to those found guilty.

CONSTITUTION OF ANTI.RAGGING COMMITTEE

l.

An anti-ragging committee will be constituted by the head of the institute comprising:

a) Chairman b) Co-chairman c) Members (Minimum

4 members) including the wardens of girls and boys hostel.

2.

The committee will monitor carefully any ragging incidences in the college premises, canteen, college buses, mess area and hostels through frequent raids.

The committee

1. To monitor

an undertaking in the prescribed format from the candidate concerned on anti- ragging at the time of admission.

To arrange to send letters to parents, guardians of the students at the end of the academic year for creation of awareness.

Simultaneously, the member person will immediately bring to the notice of Head of AntiRagging Committee about such happening as first information and later on will submit an exhaustive report to the Heads for further process and action.

Anti- Ragging Committee will be in close touch with the heads regarding the report they have submitted to the Head. His/her responsibility will not be over just by submiuing the report; rather they may also be

expected to be a part of decision. Thus, they are supposed to be in touch with the Head till the final verdict upon the case submitted has come out. 18. Each nominated member

of the committee is expected to abide by the SOP.

ADMINISTRATIVE ACTION IN THE EVENT OF RAGGING The institution shall punish a student found guilty of ragging after following the procedure and in the manner prescribed herein as under:

a)

The Anti-Ragging Committee of the Institution shall take an appropriate decision, in regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging established in the recommendations of the Anti-Ragging Squad.

b) The Anti-Ragging Committee may, depending on the nature and gravity of the guilt established by the Anti-Ragging Squad, award, to those found guilty, one or more of the following punishments, namely:-

i. ii.

Suspension from attending classes and academic privileges.

Withholding/ withdrawing scholarship/ fellowship and other benefits.

iii.

iv. v.

Debarring from appearing in any test/ examination or other evaluation process.

Withholding results.

Debaning from representing the institution in any regional, national or international

meet, tournament, youth festival, etc.

vi.

Suspension/ expulsion from the hostel.

vii. Cancellation of admission.

viii.

Rustication from the institution for period ranging from one to four semesters.

ix. Expulsion from the institution and consequent debarring from admission to any other institution for a specified period. Provided that where the persons committing or abeffing the act of ragging are not identified, the institution shall resort to collective punishment. c) An appeal against the order of punishment by the Anti-Ragging Committee shall lie,

In case of an order of an institution, affiliated to or constituent part, of a University, to the Vice-Chancellor of the University;

ii. iii.

In case of an order of a University, to its Chancellor In case of an institution of national importance created by an Act of Parliament, to the Chairman or Chancellor of the institution, as the case may be.

ACTION TO BE TAKEN BY THE HEAD OF THE INSTITUTION On receipt of the recommendations of the Anti-Ragging Squad or on receipt of any information concerning any reported incident of ragging, the Head of institution shall immediately determine

Unlawful assembly and rioting while ragging;

Injury to body, causing hurt or grievous hurt; Wrongful restraint; Wrongful confinement; Use of criminal force;

Extortion; Criminal trespass; Offences against property;

Criminal intimidation; Attempts to commit any or all of the above mentioned offences against

5.5 Timely address grievances of stakeholders and especially those related to gender sensitivity issues including sexual harassment of women. 5.6 Sensitization of employees towards cases of ragging. 5.7 Seek advice of expert to handle complicated grievance cases related to ragging apart from advise by other committee(s)/ sub-committee(s) 5.8 Compile/ submit biannual basis, the grievance summary report (on cases related to ragging) if any along with recommendations. 5.9 Maintain all records, statements, actions and other correspondences related to ragging cases.

5.10 Discuss major cases of ragging to generate awareness amongst students and faculty.

Minutes of 3''d Anti ragging committee meeting held on l2/04/2}fl at Parul Sevashram Hospital, Committee Room, 03:00 pm

During the Third meeting of Anti ragging committee held on 12/04/2017 at Parul Sevashram Hospital, Committee Room, at 3 pm, the members were welcomed by the chairman Dr. V.P. Hathila. Y/

At the end it was unanimously decided that:

To keep vigilance of ragging cases by other college/ institutions' students within the university campus. To sensitize and address new upcoming batches about ragging and its consequences. To create a social media group (whatsapp, facebook etc.) between faculties and students.

4. To have regular

surprise rounds at hostels, canteen etc by anti-ragging squad especially in the first 3 months after admission of fresh batch. *-"5. To have partition of seniors and juniors students'/batches' rooms in hostel. have more vigilance at sensitive locations e.g: hostels, college canteen, mess, ' 6. To college comers, library etc. 7. All HOD's of concerned subjects should address students regarding ragging at the time of orientation and lectures. 8. Inform parents to communicate with college authorities if they come across any ragging cases. 9.'It was decided to add Dr. Ranjit Jha, Professor of PSM as chief warden instead of Dr. M. Vijaya Bhaskar who has resigned from the institute. Mr. S. Khotunn (Rector) is added as member of committee in place of Mr. Balkrishna Maharishi. Ms. Arpana Shah - Nursing Superintendent is added as member of committee and Dr. Devanshu Patel has resigned as committee member.
