On SouthernRailway (ChennaiDivision) large number of Loco Pilot (Goods)have been declaredfailed in the Aptitude Test (held in December 2015) althoughthey are fit for promotion to the pgst of Loco Pilot (Passenger)ilVlotor Man. The Railway Board is awarethat Aptitude Test has been made part of selection, consequentlywhen the staff failed to clear the Aptitude Test, they are denied empanelmentfor promotion. A report receivedat this, revealsthat out of 69 Loco Pilots appearedin the Aptitude Test on Chennai Division, 30 have been declaredfailed on the plea that they did not securequalifying marks in accordancewith the multiple cut-off system.In this connection,Boardosletter No. 2007lSafety-l/2813dated03/07/2015 may be connected. There is strong resentmentamongLoco Pilots on SouthernRailway againstlarge number of failures in the Aptitude Test. They complain that although they are fit to perform duties of Loco Pilot (Passenger)Avlotor Man, they being deniedpromotion on accountof multiple cut-off marks. NFIR is of the view that the time is opportune to review the decade old policy (instructionsdated 29103/2005)to prevent demoralizationamongtoco Pilots; In this connection, the Federationproposesthe following:(a) More number of days training should be imparted to the Loco Pilots before subjecting them to Aptitude Test, (b) When they fail in first attempt,they be given repeattraining and allowed secondchance to face Aptitude Test after a duration of atleastone month, (c) T}-reAptitude Test should not be continuedas part of selection.Extant instructionsneed fresh look. It is also suggestedthat after drawal of panel, they may be subjectedto Aptitude Test and in caseof non-clearance,they shouldbe given more chances. Contd.Page...2

NFIR, therefore urges upon the Railway Board to considerabovepoints and review the so-calledAptitude Test policy de-novo in view of prevailing discontentmentamongLoco Pilots who are technically qualified, efficient and capableto shoulderthe responsibilitiesas Loco Pilot (Passenger)/MotorMan successfully.
