At least one injured in Indianapolis shooting; shots fired at police car Posted: Jul 24, 2014 4:46 PM EST Updated: Jul 25, 2014 12:14 AM EST INDIANAPOLIS An 89-year-old woman was injured in a shooting on the Indianapolis northeast side Thursday evening. Officers say the suspect fired on a police car, although no officers were injured. It happened in the 3300 block of Guilford Ave. Officers have one person detained, and they are searching for another person in connection with the shooting. A responding officer says as he exited his vehicle, the suspect fired a shot at the officer. The officers did not return fire and was not injured in the incident. The victim, Sally Lisenby, was shot in the arm. Police describe her as an "innocent victim" who may have been sitting outside in the area of 34th and Carrollton when she was struck. The woman, who is in her eighties, was taken to Eskenazi Health in stable condition. "She's in a lot of pain. Arm is swollen. She is sedated. I think she's more traumatized than anything - and shock," said Lisenby's great granddaughter Terri Wells. "I don't think they're going to take the bullet out because of where it's lodged. She was shot in the arm. The back of her arm is where the bullet is, that's where it was swollen. It would do her more harm to take the bullet out. So as of today, they're going to leave it there right now." Wells says Lisenby was like a mother to the neighborhood where she's lived for 50 years, sometimes making meals and helping others in need. Police say it's possible Lisenby was caught in the crossfire between others who were firing at each other. Several police units responded to the scene in the area of Fairfield and College Avenue, as well as 34th and Carrollton. Officers armed with rifles set up a perimeter and searched for the suspects, eventually detaining one man who had a graze wound on his arm. That man was taken to Eskenazi Health, then to the IMPD Homicide office for questioning. The second suspect has not yet been located. Around 8:30 p.m. Thursday, officers with the IMPD SWAT team entered a home in the 3400 block of Guilford Avenue with search dogs. Police later say they found a gun in that residence. Anyone with information is urged to call IMPD detectives at 317-327-3475. Callers wishing to remain anonymous are urged to call Crime Stoppers of Indiana at 317-262-TIPS (8477). Callers can also text "INDYCS" plus tip information to 274637(CRIMES).

Since you're so interested Jeff...I'll give you just a few. If you want to be part of the solution, you might have heard of some of these ideas in some of the meetings we've had. One idea involves respecting residents of high-crime areas. Stop-n-frisk police action may suppress crime but it will not solve the underlying issues. Officers will have to form a bond with the people they police. That means getting out of their cars. Another idea is respecting convicted offenders. It is cheaper and more effective to rehabilitate returning prisoners than to incarcerate them. The police could also begin "aggressively" investigate burglaries. Mos tcriminals simply graduate from burglaries to more serious stuff--research shows that burglars, particularly those caught via DNA evidence, already have long track records of serious offending. Another idea is getting DNA from everyone but there may be some legal boundaries

that will prevent that. One of the most successful ways to combat the rising crime here is through gentrification. Research shows that places that are integrated have less crime than places that are economically and racially segregated. And, when a crime-ridden place gentrifies, much of the crime does not follow the residents who leave. It simply disperses. Derrick Tisdal Just so you know, Stop-N-frisk violates a lot of things. And no, that is not the solution. Just FYI, an officer has to have a reasonable, articulable suspicion before making contact with anyone. You might want to research that first before suggesting it. My suggestion, harsher penalties for any attempted murder and death penalties for murderers. These have no room in society if they're so willingly to take a life. Cherry Jonel I was a police officer for a little over 15 years so I think I know how the game is played and probably a lot better than you. Nothing and I mean nothing prevents an officer from having a friendly chat with anyone and I mean anyone on the street. That is how most officers obtain their probable cause and PC to one officer may mean something totally different to another. We have played the harsher sentence thing for years and all it gets you is a harsher and more educated criminal when he gets out. How long does it take someone to realize that? Yeah, lock 'em up and throw away the key will solve all our crime problems....pleeeezze! You use the word perp which makes me think you may have law enforcement experience, but then your words.... Derrick Tisdal So just because you were an law enforcer, you condone stop-N-frisk? You never said anything about chatting anyone. I bet you would ask anyone on a traffic stop if they have a firearm right? Then ask them to unload it in the name of officer safety? And yes, the officer can approach anyone and it can be a consensual meet. Just because you are in that field doesn't means you would know every aspect of the law or rights. And also typing perpetrator is too long but you like to pick on that too. Look, I don't want to go back and forth about what you said as it just digs a deeper issue. As to solving the problem, you suggest that these offenders (if that's what you prefer) do have any hope of rehabbing? How many repeat offenders have been caught? You probably have those stats and if you want to enlighten us, do so. My other suggestion, if the community really cares, they need to rat these people out, provide tips to places or to persons of interest. We keep hearing these "We need to come together for this." but are they really? Somebody knows someone. But that's not going to happen for fear of being killed/threats. And that brings another question. My belief is that all these problems stems how these offenders were brought up, just my opinion.

The common thread I see with all of the criminal shootings is a person with a gun. There are other correlations, but the resounding one is simply a 'person with a gun'. Through the logic of correlation that you're using, perhaps that means that any one with a gun is a 'thug'? I agree that a description of each specific suspect would be nice to have, I don't like, or approve, of your implication that anyone who is responsible for these behaviors is like to fit the 'general profile of the vast majority of these instances'. Crime is personal, not societal, and thus, the criminal is unique, although they share common characteristics with the non-criminal. Using the flawed logic that people with guns are criminals, we can see the truth in my thought. Using your flawed logic, we would associate an entire segment of society with criminal activity, when instead, the segment that is responsible for each crime is the individual criminal, and nothing more. Your implicit racist comments are not lost on me, or many of your supporters. How about we just state that the person/s responsible for the crime should be held accountable. I would hope that someone with your obvious intelligence would be capable of reading the daily news events concerning the crime in Indianapolis and be capable of discerning who the normal "suspects" are.
