As provided by Government Code Section 53060, contracting for special services is authorized to enhance classroom activities, to provide inservice training for certificated and classified employees, to improve instruction and to provide expertise and advice in financial, legal and administrative matters not available through regular staff members. Each contract for consultant or other special services shall contain the following statement: "In accordance with Education Code Section 39656, this contract is not valid or an enforceable obligation against the District until approved or ratified by motion of the governing board duly passed and adopted." The guideline included in Administrative Regulation 4080 should be followed when requesting the services of consultants or other specialists.

Contracting for the services of consultants or other specialists is authorized by Board Policy 3600 to enhance classroom activities, to provide in-service training for certificated and classified employees, to improve instruction and to provide expertise and advice in financial, legal and administrative matters not available through regular staff members. Before paid consultants are requested, every effort should be made to seek consultants available at no cost through the Office of the Los Angeles County Superintendent of Schools, State Department of Education, etc. In requesting the services of a consultant or specialist, the following guidelines should be considered: A.
The background and expertise of the consultant should be directly related to the services required. A short description of the consultant's qualifications must be included when requesting Board approval.

The funding should be available in the budget.
C. The amount paid to the consultant should be related to experience, background, prominence, e t c . Typically, an educational consultant charges $150 per day (plus expenses) to $300 per day including expenses. If employed by the hour, the range should be from $25 to $50 per hour. D.
If the consultant is reimbursed at a daily rate, it is reasonable to expect a full day's service, including an evening session, if required.

Expenses can include transportation, lodging and
meals. F.
Planning should be far enough in advance to provide for routine approval by the Board of Trustees prior to the use of the consultant. Ratification by the Board after the services have been performed is not acceptable.
In order to assure proper review and timely approval, a Request for Consultant or Other Contracted Services (Form No. 8.15) is to be completed and submitted to the principal or division head four to six weeks in advance of the date the service is to be provided. The principal or division head will forward all approved requests to the District Business Office for submission to the Board of Trustees for approval. Following Board approval, contract documents will be prepared by the District Business Office and sent to the consultant for execution. REFERENCES:
