• The municipality presented a request to the Government of Quebec to put a moratorium on the installation of smart meters by Hydro-Québec. • By-law 2012-561 was passed. This by-law decrees a loan of $300,000 for the paving of various streets of the Village, in particular Rublee Street. • Ms. Brittany Sheldon has been appointed as parking control officer for the period May 20th to October 8th 2012 • The North Hatley Recreation Society (NHRS) received a grant of $3,363 for the replacement of boards of the ice rink in River Park. • A grant of $1,000 was given to the Fabrique Ste-Élisabeth for a classical music concert which will be held July 18th coming. This concert is part of the "Orford on the road"Programme of the Orford Festival. • The Lake Massawippi Conservation Club was given a grant for $100 to
ensure the continuation of the stocking project of Lake Massawippi. • A donation of $200 was made to The Grace Christian home in memory of Mrs. Elsie Marjorie Woodward, a former secretary-treasurer and secretary of the CCUP of the Municipality the Village of North Hatley. • A grant of $2,700 was awarded to the Association des commerçants de North Hatley for the spaces used to advisertise public services in the "Lake Massawippi Circuit" brochure. A $1,200 two-page ad in the centre of the brochure will also be bought to advertise the Farmers’ Market. • The Farmers’ Market having ceased its operations on School Street will be relocated in River Park and operating under the name of "Marché champêtre". The Council has authorized the purchase of awnings and tables for the future facilities. • By-law 2012-563 was passed; it amends zoning by-law number 2001-432. • A notice of motion was given for by-law 2012-564 amending by-law number 2010-544(RU) on parking and management of public roads.

BULKY WASTE PICKUP The next bulky waste collection will be on July 26th coming. Make sure your items are on the side of the road before the date of the collection. These must not encroach on the public roads. It is forbidden to leave bulky

PARKING ATTENDANT The parking attendant for the period June to October 2011 is Brittany Sheldon. In accordance with By-law 2010-544, the hourly parking rate is $1.00 and the daily rate is $5.00 for automobiles and motorcycles. For trailers, an additional $2.00 a day is required. You can now use credit cards in the pay-and-display machines. Parking permits must be in plain sight and parking stickers always current and correctly displayed in order to avoid parking violations. It is forbidden to leave the motor of a vehicle running when it is parked in the municipal parking areas.
RÉGIE INTERMUNICIPALE DES EAUX MASSAWIPPI
GOVERNMENT ASSISTANCE FOR THE RIEM Last May 25th, during a press conference, Mr. Pierre Reid announced on behalf of Mr. Laurent Lessard minister of the "Affaires municipales, des Régions et l'Occupation du territoire", that the Régie intermunicipale des eaux Massawippi (RIEM) will receive financial support from the government in the amount of $6,510,414 to bring up to standards the infrastructures that supply, produce and distribute drinking water to the residents of the Village of North Hatley and the Canton de Hatley. The financial assistance is provided by the Programme d'infrastructures Québec-Municipalités (PIQM). The project proposed by the RIEM includes work on installations common to both the municipalities of North Hatley and the Canton de Hatley, more specifically the reconstruction of the Lake Massawippi water intake and of the raw water pumping station as well as the addition of a line of distribution pipe to the existing reservoir site in North Hatley. The

project also includes the construction of a water treatment plant which includes a filtration process and a disinfection system, the installation of a treated water reservoir and a high pressure pumping system as well as the installation of an aqueduct, to connect the treatment plant to the aqueduct system, and a sewer pipe to direct the plant's discharge to the domestic sewer system.

The project also provides for other work such as the construction of a booster station in the Village of North Hatley as well as the installation of an aqueduct in the Hatley Acres sector of the Canton de Hatley. The overall work will allow the RIEM to comply with the by-law on the quality of drinking water (RQEP) and to meet the regulations of the "ministère du Développement durable, de l’Environnement et des Parcs (MDDEP)". The mayor would like to remind us that the financial burden which will be imposed on

MUNICIPAL NEWS (cont’d) BINS AND VACATION When you plan to go away for a little while, it remains your responsibility to ensure that your bin be removed from the street the day after the collection. Think of a practical solution before you leave, such as asking your neighbour to put your bin back in your yard. This way, you will avoid possible damage to your bin, maybe even theft.
"ENVIRONNEMENT - PLAGE" PROGRAMME Again this year, the ministry Développement durable, de l'environnement et des Parcs (ministry of Sustainable Development, Environment and Parks) will run its "Environnement Plage" programme. The purpose of this programme is to inform the public of the bacteriological quality of the lake water at the public beaches and therefore help to ensure a safe environment for the whole of Quebec. The programme started June 11th and will end August 31th 2012. The samples will be taken directly at the beach at 2070, chemin Lac. In order to get the results of

NORTH HATLEY IN BLOOM We invite all of you to decorate afresh your rock gardens, flower boxes and flowerbeds with beautiful plants. This is the second year of our landscaping contest and we hope that a great number of you will participate once again. As per last year, three (3) categories will be judged: residential, commercial and vegetable garden. Money prizes will be awarded to the winners in each category as follows: First prize - $200, Second prize $100 and Third prize - $50. The name of the winners will be revealed in September. BY-LAW ON ZEBRA MUSSELS By-law 2008-525 is meant to prevent the spread of zebra mussels... it’s up to us to protect our lake from this environmental threat! Every boat owner who takes his/her boat out of Lake Massawippi and the Massawippi River and wants to put that boat back in, must go through a boat washing station and get a certificate confirming the boat has been washed. The certificates and stickers for users of lake massawippi in North hatley are only available at the North hatley marina at 240 mill

ENVIRONMENT SHORELINE To help avoid bluegreen algae outbreaks, please remember that it is prohibited to cut trees, brush or lawn within five metres of the shoreline.
What is the importance of a wooded riparian zone ? The riparian area serves as a natural buffer zone between human activities and the body of water; it slows the eutrophication process (the accelerated aging of lakes) and protects water quality. The seven important roles of wooded riparian areas are to : 1. Filter pollutants; 2. Regulate water level; 3. Defend against erosion; 4. Provide a solar screen; 5. Promote biological richness and diversity; 6. Serve as a natural windbreak; 7. Be an important landscape element. ARBOR DAY On June 2nd, we celebrated Arbor Day. Despite the rain, approximately 30 people came out to get some trees and shrubs for the riparian strip and compost for their gardens. The building and environmental inspector was on hand to answer questions from the citizens. URBAN PLANNING BEFORE CUTTING DOWN A TREE... The cutting down of trees is a sensitive issue in our municipality as trees is what constitutes the beauty and charm of our surroundings. Almost everyone knows that a permit issued by the inspector is required prior to felling trees in the municipality. This being said, a citizen may cut a tree which measures 6 inches or less in diameter at a height of 1 metre from the ground; There are however certain species, the cedar for example, that can become quite tall before attaining 6 inches in diameter at one (1) metre from the ground. Once a tree reaches a fair size, the building and environmental inspector must consider different aspects before issuing a permit: - evidence of damage to foundations or property, underground pipes, sidewalks or pavement caused by roots or the risk of branches falling; - whether the tree is diseased or dead; - the necessity to clear a lot to build a new route, erect a new building or expand an existing one;
- for public purposes. As a busy construction season is already underway, the third point seems to be particularly relevant at this time. Many of you may wonder how many trees can be felled to accommodate construction. According to the regulation, as many trees can be cut down as is needed to accommodate the building. Regulations specify that: - the total surface area of all the land cleared to erect the main building and the secondary buildings with an area of more than 40 m2. m. cannot exceed 1,000 m2 per lot; Please remember that if you have any questions regarding the cutting down of trees, the inspector can be reached Wednesday through Friday between the hours of 10:00 a.m. to 12 noon and from 1:00 p.m. to 4:00 p.m.

GARAGE SALES Anyone wishing to hold a garage sale this summer must obtain a garage sale permit through the town’s building inspector. The permits are free of charge. The North Hatley Community Centre will hold its annual benefit night at the Piggery Theatre on Friday, 29 June. This year the show is Pi Clowns : The Physical Comedy Troupe. The Physical Comedy Troupe is a collective of clowns not easy to forget. You could describe them as a combination of Charlie Chaplin, Saturday Night Live, and Looney Toons. During the summer season, the Régie is recruiting people to participate in the annual cleanup. Based on an "as needed" basis, the employment period is between 8 to 12 weeks approximately. Job description : • Cleaning up of ditches (plastic bags); • Sorting of construction materials (e.g. : wood and metal); • Participation in other related tasks. A HERO AMONG US
This past June 2nd, Captain Daryl Williams made the headlines in the local newspapers for an act of bravery. Indeed, he put his life in danger when he entered a burning two-storey building full of smoke to save the life of another human being. Mr. Williams is a chief officer of the RIPI (Régie intermunicipale de prévention des incendies) and is well aware of the risks involved in taking such an action. He knows that a person in charge would have refused to send in even a man equipped with protective fireman's gear under such circumstances.
Despite the odds, Mr. Williams did go in, managed to stay below the smoke, find and awaken the man sleeping inside. Both men crawled out to safety with no time to spare. Mr. Williams was never the less taken to hospital as a precautionary measure, as he had been affected by the smoke. He was released on Sunday. By the time the Waterville fire brigade arrived, the building was totally engulfed in flames and it would have been impossible the save the life of the man inside. A request has been sent to the Governor General of Canada asking that a Medal of Bravery be awarded to Mr. Williams for his heroic action. The community is very fortunate to have among its members a citizen such as Mr. Williams.

SPECIAL VISITORS IN NORTH HATLEY... Friday, July 13, nearly 40 young campers from Camp Massawippi accompanied by monitors will have lunch and spend the afternoon in our beautiful village. These campers are children and young adults living with mobility, hearing or visual impairments. They will arrive around 11:00 a.m. from Ayer's Cliff by
