Science for Change (S4C): Accelerated R&D Program for Capacity Building of Research and Development Institutions and Industrial Competitiveness CALL FOR PROPOSALS 2018 Collaborative Research and Development to Leverage Philippine Economy (CRADLE) Program I.
Introduction
The Collaborative Research and Development to Leverage Philippine Economy (CRADLE) Program of the Department of Science and Technology (DOST) encourage synergistic relationship between the academe, research and development institutions, and the industry through collaborative Research and Development (R&D) projects. Under the CRADLE Program, the private sector industry will identify the problem; and the Higher Education Institution (HEI) or Research and Development Institution (RDI) will undertake the R&D to solve the problem. With increasing economic and global competition and putting the ASEAN integration in perspective, it is imperative for the Philippines to implement initiatives that will improve the innovation system to leverage economic progress. Collaboration between private companies, HEIs and RDIs is an emerging strategy for knowledge exchange, and production and utilization of new technologies that is yet to be maximized. DOST is now accepting proposals from HEI/RDI and their partner private sector industry for the CRADLE Program. The R&D proposals should be consistent with the CRADLE Program objectives:
Bridge the academe and the industry; and stimulate collaboration that meets the needs of both academe and industry in one shot Target each level of the technology transfer process---from pursuit of industry-driven basic research, academe-industry joint research, and product development stage to technology promotion/transfer Support both the pursuit of basic R&D and the transition of R&D results to the industry Engage both the academe and the industry into a cooperation that is mutually beneficial, whereby the academe, through its R&D capability and human resource, supplies the R&D needs of the industry and in the process helping the industry gain innovative market advantages.
Together, the academe as producer of knowledge and manpower, and the industry as the entity that translates technologies to real world applications, will generate new opportunities for Filipinos in the form of new industries, enterprises, jobs and solutions to pressing community and national problems.
II. General Criteria All proposals submitted should be in line with the priority R&D areas and industries identified by the DOST and Department of Trade and Industry (DTI), namely: 1. Agri-processing (includes drug and herbal development) 2. Agriculture, Fishery and Forestry 3. IC Design 4. Semi-conductor and Electronics 5. Creative Industries/Knowledge-based Services 6. Renewable Energy 7. Industrial Waste Treatment 8. Information and Communication Technology (includes Artificial Intelligence) 9. Food and Nutrition 10. Infrastructure and Logistics 11. Environment and Climate Change 12. Manufacturing The HEI/RDI should have at least one partner company to collaborate with. The partner company will provide counterpart of at least twenty percent (20%) of the total project cost. Counterpart may be in cash, in kind, or person-hours support in the academe.
III. Procedures for Proposal Submission, Evaluation and Approval a) The applicants (the HEI/RDI and the partner company) shall submit a letter of intent and capsule proposal to the Office of the Undersecretary for R&D. The letter of intent should be signed by both the HEI/RDI and the partner company. The proposal should be a joint undertaking between the HEI/RDI and the partner company. b) The capsule proposal should follow the DOST Form No. 1A and 1B formats that are downloadable from www.dost.gov.ph c) The proposals shall be evaluated following the DOST-GIA process
IV. Application Requirements
Capsule Proposal using the DOST Form No. 1A and 1B downloadable from www.dost.gov.ph. Letter of intent signed by both the HEI/RDI and the partner company Certification from the private sector partner that the R&D output will be adopted by the company. Copy of business permits and licenses of the private sector partner from relevant LGUs and other government offices Certificate of Registration of Business name with Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC), or Cooperative Development Authority (CDA)
Other requirements that may be requested: Full-blown proposal using DOST Form No. 2A and 2B downloadable at the DOST website: www.dost.gov.ph Financial statements from the past three years (for the private sector partner) duly signed by a Certified Public Accountant/Auditor, and projected financial statements for the next five years Business plan that includes details of how the research outputs from the project will be used
