KRA 1: “Transparent, Accountable and Participatory Governance” Strategic Performance Management System(SPMS) TESDA OPCR

In line with TESDA’s implementation of the CSC Strategic TESDA Operating Units Performance Management System (SPMS) TESDA established its DOLE Performance Management Team (PMT) and has come up with its Office Performance Commitment and Review (OPCR) form for 2016.

OPCR was submitted to the TESDA Central Office as TESDA-Caraga’s commitment for CY 2016

Citizen’s Charter

In compliance with the Anti-Red Tape Act (ARTA), Citizen’s Charter General Public defines the frontline services offered by TESDA and the standards of their implementation.

Citizen’s Charter on front line services are posted near the entrance of all TESDA-Caraga Operating Units

ISO Certification

In line with the thrust for good governance by the current General Public administration, TESDA continue on its quality journey for its TESDA Operating Units systems and processes.

TVET Policies & Plans

Crucial to TESDA’s role as the TVET Authority in the country is its General public capacity to steer and provide guidance to the TVET sector which TVET Stakeholders includes involvement of TVET Stakeholders to make informed decisions

Continuously conducted activities in compliance with the procedures and processes:  Harmonization of documents/ records at the PO level  Conducted TVET Consultation Meetings, Regional TVET Administrators Conference and regular Technical Education and Skills Development Committee Meetings

Quick Response to Citizen’s Feedback In line with TESDA’s quality policy which measures the worth of the Organization by the satisfaction of the customers it serves, various approaches are utilized to secure and respond to Citizens’ feedbacks and clarifications/ queries.

Quick response mechanism to citizens’ feedbacks and queries are continuously maintained, such as, entries to the TESDACaraga facebook account, e-mails, face-toface encounters, and phone calls.

KRA 2: “ POVERTY REDUCTION AND EMPOWERMENT OF THE POOR AND VULNERABLE” The program aims at assessing and certifying the competencies Competency Assessment and of the middle level skilled workers. The assessment process is Certification done to confirm that a graduate or worker can perform to the standard expected in the workplace based on the defined competency standards. This ensures the productivity, quality and global competitiveness of the middle-level workers.

Proactive Job-Skills Matching Process (Seek-Find-Train) Technical Vocational Education and Training(TVET)

PROGRAM/ PROJECT Private Education Student Financial Assistance (PESFA)

BRIEFDESCRIPTION/ RATIONALE

BENEFICIARIES

PESFA was established through Section 8 of Republic Act OSYs No.8545, otherwise known as “Government Assistance to Students Unemployed adults and Teachers in Private Education (GASTPE) Act”. The program Private TVIs aims to extend financial assistance to marginalized but deserving students in technical- vocational education and training (TVET) courses and to assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings.

KRA 3: “RAPID, INCLUSIVE AND SUSTAINED ECONOMIC GROWTH” Apprenticeship/Learnership

Apprenticeship is a training and employment program involving a Enterprises contract between an apprentice and an employer on an approved Apprentices apprentice- able occupation. Generally, it aims to provide a Learners mechanism that will ensure availability of qualified skills workers based on industry requirements. The period of apprenticeship covers a minimum of four (4) months to a maximum of six (6) months while that of learnership covers a maximum of three (3) months. Only companies with approved and registered apprenticeship and learnership programs can hire apprentices and learners.

Job-Bridging Internship Program (JBIP)/ BlueDesks

The program aims to provide assistance To both overseas and locally displaced workers, their dependents and other jobseekers for employment and/or skills training and re-training thru Internship Program. The activity is endeavored to provide the target beneficiaries job placement; scholarship slots; skills internship program; and/or livelihood assistance by participating agencies.

Displaced workers and their dependents 3,246 JBIP/BlueDesk clients referred/served and other job seekers 205 JBIP/BlueDesk clients hired 6,278 TVET clients extended with career guidance services consistent with the Career Guidance Advocacy Program (CGAP)
