Background: Community Centre for the Disabled (CCD): A Resource Centre for Persons with Disabilities is a registered national NGO. It works for the rightful socio-economic and cultural inclusion of persons with disabilities in the larger Afghan society. For more than 10 years, CCD has created lasting solutions to some of the most pressing disability challenges facing nations. We predict future disability development trends, uncover barriers to well-being, and forge on-the-ground partnerships to ensure lasting change. From April 2014 – September 2016, CCD had implemented the “Disability Rights Watch Afghanistan” project which was funded by TAWANMANDI Programme and now this programme is being managed by DFID as donor organization. Project Target Area and partnerships: The project was implemented by CCD (Lead Partner) and Afghan Landmine Survivors Organization (ALSO) and Rehabilitee Organization for Afghan War Victims (ROAWV) as project partners in 18 provinces of Afghanistan as following:

The main goal of the implemented project: Promoting the rights of PwDs through evidence-based advocacy and improved implementation of government policies and international commitments. Specific objectives of the project: 1. Development of a civil monitoring and reporting mechanism on disability rights in Afghanistan: A mechanism/body will be developed in CCD together with other stakeholders to monitor the overall performance of the government regarding disability rights promotion and will produce annual reports in this regards. The progress will be measured based on CRPD and NLBRD. This body will also produce progress reports parallel to the government reports on progress of CRPD on behalf of the civil society of Afghanistan. Regular researches, analysis, conference and seminars on NLBRD, CRPD and other relevant documents will be part of producing monitoring reports and sharing the information.

Advocating for improving implementation of national and international commitments and obligations of government on the rights of PwDs: The findings and results of the researches and monitoring reports of above objective will be used as the main working agenda of this component/objective. This objective is focused on advocating for better implementation of the government commitments and policies, developing new policies and programs, capacity building of the key ministries, DPOs and CSOs, regular publications, roundtables on the hot disability issues and community awareness sessions. Also the progress and shadow reports will be used in further planning of the sector ministries and disability organizations. Expected impacts at initial (planning) stage of the project: This project is designed in a way that the sustainability of results is placed at its heart. Mainly there are two components in this project that sustainability of each is ensured in their own nature. The component first is Development of a civil monitoring and reporting mechanism on disability rights in Afghanistan through participation of different disability organizations, DPOs and other stakeholders. The functional part of this mechanism will be the “Disability Watch Afghanistan”. Once the mechanism is created, extensive capacity building programs are provided to enable to effectively monitor the overall performance of the government regarding disability rights promotion and produce annual reports and shadow reports to CRPD.

On the other hand, a complete set of procedures, tools, database and policies will be developed for the “Disability Rights Watch Afghanistan”. By the project end, the Disability watch Afghanistan will be well-equipped with the required technical knowledge, policies and procedures; and will have already produced one annual progress report and one shadow report to CRPD. These achievements will make the “Disability Rights Watch Afghanistan” very attractive in the field. This mechanism will be maintained as a committee similar to ACPD, but with different functions under ACPD. The entire capacity and organizations development of “Disability Rights Watch Afghanistan” will be completed with two successful reports by the project end. Therefore, minimum funds will be required to maintain it functional, it will go by itself through contribution of the member organizations. Also, By the project end, the entire

Then this committee will be developed into a network to include the maximum DPOs and disability CSOs to ultimately be upgraded to “Disability Network Afghanistan”.

The ACPD that is a well-established, experienced and the only policy level advocate committee in the field of disability; it has already agreed to take responsibility of overseeing and acting as an advisory body to “disability rights watch Afghanistan”. This committee is consisting of different organizations running on their own, therefore, sustainability of component one which is development of “Disability Watch Afghanistan” is ensured well. The component two of this project is already sustainable now. This component is Advocating for improving implementation of national and international commitments and obligations of government on the rights of PwDs. This action tries to draw performance baselines and regularly update it through its regular reports, analysis, researches and assessments. All the information produced will be used in the arranged and evidence-based advocacy of CCD and ACPD. The information, baselines, performance measurements and advocacy efforts all together will consequent into improved governance, accountability and responsiveness to the citizens and disabled society. As a result of this project, implementation of government policies, programs, commitments and obligations will improve that will consequence to promotion of the right of PwDs. Therefore, the overall impact of this action would be IMPROVED HUMAN RIGHTS and CONTRIBUTED TOWARDS AN INCLUSIVE SOCIETY through promotion of the rights and inclusion of PwDs in the socio-economical life of the society. So, the results of this component will go sustainable once achieved e.g. disability is integrated into the public education system. Objectives of the RFP: The objectives of the project impact assessment are to analyses the effects (intended and unintended) of the project; what lessons can be learnt; recommendations for improvement to the project in the future .In order to achieve these objectives, the following key questions should be addressed:  

What were the inputs of beneficiaries in support of the project? What did they value? What would they have liked to be done differently and why? Did the indicators in the project log frame met? If they didn’t what was the reason for it? At which level the project met its objectives?

Purpose of the RFP CCD seeks a research organization/ consultancy firm to conduct an “IMPACT EVALUATION” of the project.

The purpose of this Request for Proposals (RFP) is to determine the

organization best suited to play this role. The successful applicant will demonstrate the superior technical, logistical, and organizational capacity needed to conduct a large-scale, mixed methods study focused on this project.

The methodology proposed by the consultant should include discussions with project implementers, field visits, interviews, focus group discussions etc 

Number of Districts for Assessment

Consultant will be responsible for selecting the districts with the consultation of CCD program team for the impact assessment and should include in their expressions of interest how the selection will be determined. 

Time Line

CCD require from the consultant to complete this assignment within 30 days of the award of the project.      

Deliverables A final impact evaluation report should be submitted to CCD by end of the evaluation.
