Accelerating Infrastructure Development MIMAROPA Region needs dependable infrastructure and efficient delivery of transportation support services to integrate the island economies of the five provinces in the region and with other regions. The region is composed of island provinces which make travelling difficult requiring intermodal transport services.

Priority Legislative Agenda PROPOSED LEGISLATION Amendments to the BuildOperate-Transfer Law and its IRR Policy to review cost of implementing infrastructure in the island provinces Enactment of National Transport Policy
PURPOSE To further encourage private sector participation in funding and implementation of viable infrastructure projects. To provide for a different pricing scheme for infrastructure projects in island provinces to encourage more contractors to participate in bidding. The enactment of the policy is perceived to support the promotion of inter-island connectivity, provide for the identification of strategic infrastructure projects that will be viable for funding support. It will also support the designation of strategic transport centers.
Enactment of Law Creating an Independent Body for Transport Safety and Security
To create an independent body that will, among others investigate transport accidents and provide transport safety recommendations, thereby eliminating conflicting and overlapping functions of existing agencies or entities.

PURPOSE To address the weak and fragmented institutional set-up of the water resources sub -sector with the creation of an Apex Body that will act as the single lead agency to oversee/coordinate overall policy and project/program implementation. To ensure the quality of water sources. To provide for the development of surface water for domestic water supply in areas where groundwater sources may not be adequate. To harmonize the regulatory practices , processes, fees on water supply and sanitation while addressing the overlapping functions or jurisdictions of existing regulatory entities.

Amendments to the public Telecommunications Policy Act of the Philippines Provide for a policy to streamline government’s bureaucratic process (e.g., securing numerous permits from LGUs for the construction of telecommunication infrastructure within their jurisdiction).
