Announcements: Saturday, June 11 is graduation. Mr. Barrett gave a reminder that early voting is going on now. Approval of Minutes from April 21, 2016, May 5, 2016, and May 19, 2016: On a motion by Ms Streater, seconded by Mr. Davidson, the Board voted 70 to approve the minutes from April 21, 2016, May 5, 2016, and May 19, 2016. SIT Comments: There were no comments. Teacher Organization Comments: Mark Jewell, from the NCAE, addressed the Board. High School Student Representative Comments: There were no comments. Citizen Comments: Charles Hatcher spoke regarding his concern for the safety of his son at school. Zachary Weiss spoke regarding his concern with the administrators at CHHS and the lack of dialogue between the principal and teachers. Kees Benkendorfer spoke regarding the world language programs in the CHCCS. Amy Weiss stated that a recommendation letter that was written for a student from a counselor was full of grammatical and spelling errors. Rabbi Jen Feldmen thanked the Board for hearing the feedback concerning Saturday schools. Vicki Boyer spoke regarding the resolution for teachers’ freedom of speech. Riza Redd spoke regarding her concern in having all PreK classes at one site. She stated more communication is needed with families.

Superintendent’s Report Results from the 2015 Youth Risk Behavior Survey (YRBS): Ms Steinert presented the survey results. The survey examines behaviors in seven general health risk areas: 1) behaviors that contribute to unintentional injuries or violence; 2) tobacco/vaping use; 3) alcohol and other drug use; 4) sexual behaviors that contribute to unintended pregnancy and sexually transmitted disease; 5) unhealthy dietary behaviors; 6) inadequate physical activity; and 7) mental health. StandardsBased Elementary Report Cards: Mr. Weber presented an update regarding the draft standardsbased elementary report cards. 201617 Budget Development: Mr. LoFrese gave an update regarding the status of the budget deliberations. Project ADVANCE Update: Mr. Forcella and Mr. LoFrese gave an update to the Board on Project ADVANCE. Approval of Consent Agenda: On a motion by Ms Streater, seconded by Ms Samuels, the Board voted 70 to approve the consent agenda. Discussion and Action Recommendation for Approval of Local Planning System (PLS) for CTE: On a motion by Ms Streater, seconded by Mr. Heinrich, the Board voted 70 to approve the Local Planning System for CTE. Recommendation for Approval of Revisions to School Calendar for 201617: Seven additional instructional minutes at the high school level would generate the additional instructional time equivalent to four days. To accomplish this, the school day could be extended by five minutes and lunch could be shortened by two minutes. Each of the seven instructional periods could then be lengthened by one minute. If this approach is supported, the following calendar changes are recommended. Memorial Day and Good Friday would no longer be designated as inclement weather make up days. Waived Student Days would be designated as the 7th, 8th, 9th and 10th inclement weather days. The May 5, 2017 teacher workday be moved to March 24 and designated as an optional day. It would also be labeled as the 4th inclement weather day. This is due to the possibility of an Advanced Placement test administration on May 5. April 3, 2017 would be labeled as the 5th inclement weather day. It is recommended that we change December 22, 2016 to be a full school day. If needed, we could also change the last day of school to be a full school day. On a motion by Mr. Davidson, seconded by Mr. Heinrich, the Board voted 70 to approve the revisions to the school calendar for 201617. Recommendation for Approval of Fund Balance Appropriation and Construction Contract Award for Glenwood Elementary: The following resolution was presented.

Be it, therefore, resolved that the Board of Education approves awarding a construction contract with Resolute Building Company in the amount of $1,052,200 for the addition and renovations at Glenwood Elementary School and allocates $352,000 from Fund Balance to fund the project.
On a motion by Ms Streater, seconded by Ms Broun, the Board voted 70 to approve the resolution. Recommendation for Approval of Position Exchange Request for 201617: On a motion by Mr. Heinrich, seconded by Ms Streater, the Board voted 70 to approve the position exchange request for Seawell Elementary for the 201617 school year. Recommendation for Approval of Resolution on Employee Free Speech Rights: On a motion by Ms Streater, seconded by Ms Broun, the Board voted 70 to approve the amended resolution on Employee Free Speech Rights. Recommendation for Approval of Superintendent Search Process: Allison Schafer, Scott Murray, and Jim O’Roarke, from the NCSBA, explained the process the NCSBA recommends for a Superintendent Search. On a motion by Ms Streater, seconded by Mr. Davidson, the Board voted 70 to approve retaining the NCSBA for the Superintendent Search, to allocate $40,000 from fund balance to use toward the search, and to approve the search process. Sharing with Board/Superintendent: The Bond Committee met and there was a column in the Chapel Hill News. Ms Samuels and Mr. Nash serve on the committee. Ms Broun is serving on the Orange County Criminal Justice Advisory Council. On a motion by Mr. Davidson, seconded by Ms Samuels, the Board voted 70 to move back into closed session at 10:20 p.m. The Board returned to open session at 11:09 p.m.
Approval of Personnel Agenda and Addenda: The Board voted 70 to approve the Personnel Agenda and amended Personnel Addendum. The Board voted 34 to approve the Personnel Addendum II, therefore, the motion failed. Ms Dasi, Ms Samuels, Ms Broun, and Mr. Heinrich cast the dissenting votes.
