Sub:-AP.RVM(SSA) -Construction/repairs to toilets in all Primary and Upper Primary schools in the State - Certain instructions - Issued.

It is observed that in every School, huge amount of unspent money is available,

which was released under various Heads such as School grant, maintenance grant, NPEGL grant, TLE/TLM grant during past few years. I'

All the Head Masters are aware that as per the Hon'ble Supreme Court directions, every

School

should

have toilets which are in working

condition.

Hence, all the

Headmasters are hereby permitted to utilize the unspent amounts available with them for the following purposes.

1) Repair of existing toilets, wherever the toilets can be repaired and used. 2) Construction of new toilets where the existing toilets neither can not be repaired nor put into use or where there is no existing toilet. 3) Providing of Gates including repair of the Gates, where compound wall is existing, so that toilets are protected from the miscreants in the Villages. 4) The Headmasters can utilize Rs.20,000/- for Primary School and Upper Primary School without obtaining any estimate from Engineers etc., (Type design enclosed) Contd... .2p/-

After execution of the work, necessary vouchers will be kept for audit.

During the State level Task Force meeting, it is felt that there should be continuous technical

support to the Schools, as it is observed that the existing toilets are not

constructed

in accordance with the technical specifications.

As per RTE Act, MEOs are responsible officers at Mandai level to implement RTE

Act which mandates functional toilet and drinking water facility in every School. In order to implement these RTE Act provisions, in the first phase, Primary and Upper Primary Schools shall be taken up for providing a functional toilet. It is felt that in every Primary school and Upper Primary School, two toilets shall be made functional/constructed. These toilets can be maintained on continuous basis, if trained Masons are available in the MandaI. For this purpose, all MEOs in the State are requested to identify two plumbers and two masons, who have personal Cell phones. These identified Masons and plumbers will be trained in all the districts by the SSA utilizing District Resource Persons (DPRs.) trained by AP.RVM.

Once they are trained, they can be given

identity Card by the MEO and they can extend their service in all the Schools in a MandaI. These identified and trained Masons will visit all the schools in that Mandai, take up repairs

then and there and construct toilets where minimum two toilets are not available in the School. The Headmasters will pay necessary amount required for repairs including material and labour charge based on the market rates. After the toilets are made functional, the

Mason will visit Primary and Upper Primary School once in every month to take up the www.apteachers.in maintenance of the toilets and these Mason team can be paid Rs.200/- for visit to the School.

The above instructions will be implemented immediately.
