The Railway Board had conveyedvide reply dated27/0612016 that sincethe pay fixation as a resultof cadre restructuringand consequentpromotion, do not involve actual changeof duties, as such in terms of Rule 1602 (2) of IREC Vol. II, no revision of claims for TA already settled was permissible.The decision communicatedby the Railway Board, being illogical and unreasonable, the Federationre-iteratesthe followine points:' '

Railway Board have deliberatelyignoredthe contents/stipulations containedin the footnoteof the codal provision,which fully cover the casesof staff promotedunder cadrerestructuringand do not stipulate the conditionofactual changeofduties. Sincethe Railwaystook abnormallylong time in the implementationof cadrerestructuringdecisionrvith retrospectiveeffect from 0Illll20l3, the employeeswho got higher Grade Pay cannotbe deprivedof T.A., paymentswhen they prefenedclaimson the basisof their GradePay/Payfiand. When the arrearsof pay and allowances,consequentupon revisedpay have been allowed,the arrears claim of TravellingAllowanceon the reviseclpay cannotbe denied.
The above points clearly establishthat the demandraised in the Zonal PNM meeting by our affiliated Union (UPRMS) is fully coveredunder the rules. NFIR, therefore,requeststhe Railway Board to re-considerits decision and issue instructionsto the North WesternRailwayto allow paymentof arrearsof TA duly endorsingcopy to the Federation.
