SUb: COMPREHENSIVE TRANSFER POTICY FOR RAILWAY

The transfer policy for Railway Officers has been reviewed by the Ministry of 1. Railways. In supersessionof all existing instructions,Ministry of Railways have now decidedto formulate a'ComprehensiveTransferPolicy for Railway Officers. The salient featuresof the ComprehensiveTransferPolicy are given in the succeedingparagraphs: 'A' offioer will not be transferredout of his allotted (i) Ordinarily a Group ZoneUnit till SelectionGrade. 'A', there may be inter-Zonal transfer of a On empanelmentto Group 'B' Group officer with residualserviceof morethan 3 years.

(iD Officers, will be considered for posting to Railway BoardlRDSO/ CTIsIPUs/OtherUnits in'administrativeinterestafter completionof minimum of 5 yearsin allottedzone. (iii) No request for transfer will be consideredtill completion of 5 years in assignedzone. (iv) Transferdand postingswill be done againstclear vacancyof a sanctioned post. The presentpolicy of posting officers to the EasternRegion on retum from deputationabroadwill continueto be followed. (v) Posting in Railway Board/CTVRDSO/RRB is tenure posting having maximum tenure of 5 years and not a deputatiOnpost. Hence,normal procedure for inter Railway/Unit transfersbe followed. (vi) A cooling off periodof minimum 3 yearsbetweentwo tenuresin Railway Board/RDSOwill be required. (vii) Normally, minimum tenureon a particularpost at a time will be 2 yearsand maximum tenure will be 5 years.For sensitiveposts,maximum tenure will be 4 years.Minimum tenurewill not be applicablefor Junior Scale/SeniorScaleofficers of Group A. However, in administrativeexigencies,relaxationmay be grantedby cadrecontrolling offrcer. (viii) Total stay at a stretch at a particular station should not be more than 10 years and the total cumulativestay (in broken spells) shouldnot be more than 15 years. -2(ix) In case of IRMS doctors (including Dental cadre) in Railways, the propos'edpolicy will be as per following guidJines :(a) The transfer of doctors within and outside the zone should be decidedby the Railways/Boardat appropriatelevel on case-to-case basis, keeping in view the administrative interest. Total stay at a shetch/cumulativestay(in$rokenspells in a particularstation)be limited to 15&20 yearsrespectively.However,while issuingsuchtransferordersthe following guidelinesshouldbe observed. (1) Super ipecialist doctorscan only be transfenedfrom one super specialitycentreto anothersuperspecialtycenterof samespecialities. Seniorspecialistof CentralHospitalof the Znnear Division should @ be transferredto anotherDivisional or zonal centre of equarstatus. (3) GeneralDuty Medical OfficersandDental Surgeonoanbe shifted from one suchpostto equivalentpost in otherplaces. Note : The idea behind theseguidelinesis that specialistservicesare not disturbed while keepingthe administrativeinterestin mind. (x) Transfer of RPF/RPSF personnel will be in terms of Railway Board Standingorder No.l02 and 110 issuedby DGlRpF. Total stay at a shetch at a particularstationshouldnot be more than 10 yearsandthe total cumulativestay (in brokenspells)shouldnot be morethan 15 y.urr. (*i) In terms of para 124 of IREC, vol.I, GMs have fuil powersto make rules with regard to non-gazettedRailway Servants.No change is recommended. Maximum tenure on sensitiveposts will howeverbe 4 years.In caseof non. gazettedRailway employees,no inter railway tuansferrequestwill be considered till completionof 5 yearsofjoining Railway. (xii) Deputationof Railway officers will be governedby Dop&T,s guidelines as adopted by Ministry of Railways vide letter No.2010/F(E)IIl1(1)i1dated 28.07.2010. (xiii) Transfersother than thosecauseddue to promotion,deputation/return from deputation, retirements etc. will be generally issued from January to March. However, in administrativeexigencies,transferordersmay be issuedas and when required. (xiv) The controlling officer will ensure that the officer transferredwill be relievednzlthina maximumperiod of onemonth.
