CONSULTANT SOLICITATION FOR ARCHITECTURAL SERVICES The City of Mobile is seeking professional consultant services for the following project:
ARTHUR R. OUTLAW CONVENTION CENTER RENOVATE RESTROOMS for the CITY of MOBILE, AL Project No.: CN-100-10
PROJECT DESCRIPTION The project involves the renovation of the men’s and women’s restrooms adjacent to the main ballroom of the Arthur R. Outlaw Convention Center, located at One South Water Street, Mobile, AL. The combined area for the restrooms is 800 square feet and will have high end finishes for the toilet partitions and countertops. Amenities include items such as for soap dispensers, faucets, hand dryers, lighting fixtures and flush valves with auto sensors. It will also have waste receptacles and ceramic tile for the walls and floors. SCOPE OF CONSULTING SERVICES Services for the project will include basic architectural and engineering services. The form of contract shall be the City of Mobile’s modified AIA-‐B141 Owner -‐ Architect Agreement. The selected consultant will develop the budget for the renovation project.
CONTRACT The City will negotiate a fixed fee with the selected primary design professional in accordance with the Alabama Building Commission, Schedule of Basic Fee Rates, as listed in the State of Alabama Building Commission, Manual of Procedures.
SELECTION CRITERIA The City will select a consultant based upon the following criteria. 1. General experience and competence of the firm and its principals. 2. Past performance record on other projects as regards to quality of work, timely performance, diligence, ability to meet fixed budgets. 3. Related experience on similar projects. 4. Ability to design within budgets, considering logical choice of materials, efficiency of plan and systems and regard to aesthetics without ostentation. 5. Qualifications of engineers and specialists proposed for employment on this project. 6. Disadvantaged Business Enterprise Participation: Provide information on your firm and list the consultants you will utilize. Identify those firms having owners including percentage of ownership by disadvantaged individuals. Also identify the total staff members and percentage of employees that are disadvantaged individuals for each firm.

OTHER CONDITIONS As a condition of the contract, the firm or individual practitioner must: 1. Have current City of Mobile Business License. 2. Have an established business office in Mobile. This local office shall be open and staffed for business during normal business hours Monday through Friday. Telephone and fax communication shall be available at all times. 3. The licensed professional must be accessible by telephone and available for consultation between the hours of 8:00 AM and 5:00 PM, Monday through Friday. 4. Shall provide proof of enrollment in the E-‐Verify program. 5. Must furnish proof of Insurance as follows: 1) Automobile Liability Insurance each in the minimum amount of: Bodily Injury -‐ $250,000 each person / $500,000 each occurrence, and Property Damage -‐ $100,000 each occurrence, or Combined single limit -‐ $500,000 2) General Liability Insurance each in the minimum amount of: Bodily Injury -‐ $250,000 each person / $500,000 each occurrence, and Property Damage -‐ $100,000 per occurrence, or Combined single limit -‐ $500,000 3) Workmen’s Compensation Insurance: Statutory-‐Amount and coverage required by the State of Alabama and 4) Professional Liability Insurance in the amounts of: $100,000 for Projects from $250,000 to $1,000,000 and $1,000,000 for Projects over $1,000,000. 6. Provide names of all consultants to be used on project along with qualifications and required insurance. 7. Provide a construction cost estimate and project schedule. 8. Provide List of personnel (Project Architect, Staff Architect, Electrical Engineer, Draftsperson, Administrative Assistant, etc.) assigned to the project. 9. A fixed fee based on the percent (%) of construction cost for consulting services including the percentages for the following:
