Contingent Professional - Office of Community Partnerships -Community Resources and Services An Equal Opportunity Employer SALARY: $22.00 - $25.00 Hourly OPENING DATE: 01/26/18 CLOSING DATE: 02/09/18 11:59 PM POSITION SUMMARY/CLASS DESCRIPTION: POSITION SUMMARY: Conduct professional research and writing activities related to the Howard County homeless service system. ESSENTIAL DUTIES AND RESPONSIBILITIES: Conduct research on existing homeless programs in Howard County, including capacity, and effectiveness. Research best practices for ending homelessness, including methods for evaluating households for eligibility, prioritization for all types of assistance and what levels of assistance are needed to effectively end homelessness. Compile research of comparable jurisdictions that have best practice programs and successful performance measures and outcomes. Research evaluation tools to measure coordinated entry system and Continuum of Care performance. Draft an updated Plan to End Homelessness based on CoC work completed, data gathered and best practice research. MINIMUM REQUIRED EDUCATION/EXPERIENCE: EDUCATION: Bachelor's Degree in Social Work, Public Policy, Sociology, Urban Planning, or related field. EXPERIENCE: Two years of experience with policy formation, research, writing/editing, and homeless assistance programs. PREFERRED EDUCATION/KNOWLEDGE, SKILLS AND ABILITIES: Master's degree (M.A.) or equivalent in an aging related field such as: Social Work, Public Policy, Sociology, Urban Planning, or other related field. SPECIAL QUALIFICATIONS: Strong research, writing, editing skills; ability to work independently and with a team; knowledge of current best practices and outcomes related to ending homelessness.
