The Republic of the Philippines thru the Department of Public Works and Highways (DPWH) has received financing from the Asian Development Bank (ADB) towards the cost of Road Improvement and Institutional Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. This contract will be jointly financed by OPEC Fund for International Development (OFID). The eligibility rules and procedures of ADB will govern the bidding process.

The Department of Public Works and Highways, the Executing Agency for this Project, invites sealed bids from eligible Bidders for the “Works” which include the rehabilitation of existing Portland Cement Concrete Pavement (PCCP) under Package IV/V, comprising of the following lots/contracts. International Competitive Bidding will be conducted in accordance with ADB’s SingleStage: One-Envelope without Prequalification procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

Bidders may bid for one or several lots/contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one

contract will be allowed to do so; provided those discounts are included in the Letter of Bid. 5.
