การลงทุ น และกิ จ กรรมการก่ อ สร้ า งก าลัง เร่ ง ตัว ขึ้ น อย่า ง ชั ด เจนจากแผนลงทุ น โครงการโครงสร้ า งพื้ น ฐานของ ภาครั ฐ แต่ ป ระเด็ น ส าคัญ คื อ ตลาดไม่ มั่น ใจว่า รั ฐ บาลจะ ขับเคลื่อนการลงทุนได้จริ ง บทวิเคราะห์ฉบับนี้ จะแสดงให้ เห็ นว่า ในทศวรรษหน้าที่กาลังจะมาถึ งจะยุคใหม่ ข องการ ลงทุน และมี ค วามส าคัญอย่า งไร ถึ ง แม้ค วามล่ าช้าในการ อนุ มตั ิโครงการลงทุนต่างๆในช่ วงต้นปี นี้ ทาให้ตลาดชักงัก งัน และไม่ แ น่ ใ จเกี่ ย วกับ แผนลงทุ น ของภาครั ฐ แต่ จ าก ก าหนดการเลื อ กตั้ง ที่ เ ริ่ ม กระชั้ นเข้า มาท าให้ เ ราเชื่ อ ว่ า รั ฐ บาลน่ า จะเร่ ง กระบวนการทั้ง หมดให้ เ สร็ จ ก่ อ นการ เลือกตั้ง ซึ่ งจะน่าจะทาให้เราได้เห็นการเปิ ดประมูลโครงการ โครงสร้างพื้นฐานเพิ่มขึ้นใน2H60 เราเชื่ อว่าความน่ าสนใจ ของกลุ่มหุ ้นรับเหมาหลักอย่างCK, STEC และUNIQ กาลัง จะเพิ่ ม ขึ้ น จากทั้ง ปั จ จัย กระตุ ้น ในระยะสั้ นจากการเปิ ด ประมู ล โครงการใหม่ ๆ แล้ ว ผู ้รั บ เหมาแต่ ล ะรายก็ ย ัง มี Backlog ในมืออีกเพียบที่เซ็ นสัญญาไปก่อนหน้าในปี 25592560 ซึ่ งจะช่ วยหนุ นให้กาไรเติบโตได้อย่างแข็งแกร่ งตั้งแต่ ปี 2561 เป็ นต้นไป
เติบโตอย่ างโดดเด่ น Event แนวโน้มธุรกิจรับเหมาก่อสร้ างปี 2560-2561 Impact การลงทุนที่พ่ งุ สู งขึน้ จะช่ วยกระตุ้นกิจกรรมการก่ อสร้ าง แนวโน้มหลักที่จะเปลี่ยนโฉมหน้าอุตสาหกรรมการก่อสร้ างของไทยในปี 2560-2561 จะมาจากแรงขับ ดันของการลงทุนภาครั ฐ ซึ่ งจะเป็ นการยกเครื่ องครั้ งใหญ่ข องโครงการสร้ างพื้ นฐานระบบคมนาคม ประเทศไทย ดังจากการที่รัฐบาลได้ประกาศแผนลงทุนรวม 2.29 ล้านล้านบาท สาหรับแผนการลงทุน ในปี 2559-60 โดยหลายโครงการได้มีการอนุมตั ิแล้วตั้งแต่ปี 2559 คิดเป็ นวงเงินราว 5.26 แสนล้านบาท หรื อคิดเป็ น 38% ของแผนการลงทุนปี 2559 หรื อราว 75% หากไม่รวมโครงการรถไฟความเร็ วสู ง ขณะที่อีกหลายโครงการได้มีการลงนามเซ็นสัญญาและเริ่ มก่อสร้ างแล้ว ทั้งนี้ หลายโครงการลงทุนที่ได้ มีการอนุมตั ิแล้วคาดว่าจะสามารถเริ่ มทะยอยประมูลได้ใน 6 -12 เดือนข้างหน้า ซึ่ งน่าจะทาให้เราได้เห็ น การปรับตัวเพิ่มสู งขึ้นของเม็ดเงินลงทุนภาครัฐที่จะเข้าสู่ ระบบเศรษฐกิจแบบชัดเจนยิง่ ขึ้น เร่ งลงทุนก่ อนการเลือกตั้ง ถึงแม้ความล่าช้าในการอนุมตั ิโครงการลงทุนต่างๆในช่วงต้นปี นี้ ทาให้ตลาดชักจะไม่แน่ ใจเกี่ ยวกับแผน ลงทุ น ของภาครั ฐ แต่ ก าหนดการเลื อ กตั้ง ที่ ดู เ ริ่ มกระชั้น เข้า มา ท าให้ เ ราเชื่ อ ว่ า รั ฐ บาลน่ า จะเร่ ง กระบวนการทั้งหมดห็ เร็ วมากขึ้ น ซึ่ งจะทาให้เราได้เห็ นการเปิ ดประมูลโครงการโครงสร้ างพื้นฐาน เพิ่มขึ้นใน 2H60 ทั้งนี้ เพื่อป้ องกันปัญหาความยุง่ ยากทางการเมืองและกระบวนการต่างๆจากรัฐบาลใหม่ เราจึงคาดว่ารัฐบาลทหารน่าจะอนุมตั ิแผนลงทุนของโครงการส่ วนใหญ่ภายในสมัยของรัฐบาลนี้ เราคาด ว่าโครงการที่น่าจะเปิ ดประมูลได้ใน 2H60 ได้แก่ รถไฟฟ้ าสายสี ม่วง และโครงการรถไฟทางคู่เฟสที่ 1 ห้าเส้นทาง ซึ่ งน่าจะเปิ ดประมูลได้ในเดือนกันยายน โครงการลงทุนภาครัฐจะเริ่มขับดันกาไรของกลุ่มรับเหมาหลักในปี 2561 เป็ นต้ นไป ก่อนหน้านี้ ในช่ วงต้นปี เราแนะนาให้ซ้ื อหุ ้นบริ ษทั รับเหมาขนาดเล็กอย่างเช่ น SEAFCO และ PYLON เนื่ องจากผูร้ ับเหมางานฐานรากและเสาเข็มน่าจะเป็ นรายแรกๆ ที่ได้อานิ สงส์จากประเด็นนี้ โดยคาดกลุ่ม รับเหมาฐานรากและเสาเข็มกาไรเติบโตแข็งแกร่ งราว 21% ขณะที่กลุ่มรับเหมาหลักกาไรโดยรวมคาดจะ ปรับตัวลดลง 19% ในปี 2560 แต่อย่างไรก็ตาม เราคิ ดว่าความน่ าสนใจในหุ ้นรับเหมาหลักอย่าง CK, STEC และ UNIQ กาลังจะปรับเพิ่มสู งขึ้น เพราะนอกจากจะมีปัจจัยกระตุน้ ในระยะสั้นจากการเปิ ด ประมูลโครงการใหม่ๆ แล้ว ผูร้ ับเหมาแต่ละรายก็ยงั มี backlog ในมืออีกเพียบที่เซ็นสัญญาไปก่อนหน้า ในช่วงปี 2559-2560 จะช่ วยหนุ นให้กาไรกลับมาเติบโตได้อย่างแข็งแกร่ ง โดยเราคาดกาไรจะปรับเพื่ม สู งขึ้น 18% และ 29% สาหรับปี 2561-62 ตามลาดับ Stocks for action เรายังคงน้ าหนักหุ้นกลุ่มรับเหมาก่อสร้างไว้ที่ Overweight เนื่ องจากเป็ นยุคที่การลงทุนและกิจกรรมการ ก่อสร้างกาลังเร่ งตัวขึ้น เราเลือก STEC เป็ นหุ ้นเด่นในกลุ่มในฐานะที่เป็ นหุ ้นที่ทาธุรกิจรับเหมาเพียง อย่างเดียวที่น่าจะได้อานิ สงส์มากที่สุดจากประเด็นการฟื้ นตัวของการลงทุน Risks งานก่อสร้างล่าช้าเกินกาหนด, เกิดปั ญหาขาดแคลนแรงงาน และต้นทุนค่าวัสดุแพงขึ้น
