Citizen Rotation Service is a non-military national service in which the location of citizens of each borough are tracked and their activities are directed by algorithms which optimise the distribution of municipal services, urban land use, transport, food and healthcare. Citizen Rotation Office (CRO) is the government department responsible for implementing the Citizen Rotation service. IMPORTANT

A city in transition The CRO has been in effect for 2-3 years. The national government is in the process of collapsing the property market and enforcing rotation within the city of London. some localities are already compliant, others are “transitioning”. new citizens of the this must undergo immediate and mandatory enrollment, whilst existing citizens are being incorporated. “Guvvie” The common term used to description the CRO system, the app, calendar, officers, and network, “are all part of guvvie”. When using any of the automated chatbots, they are also referred to as guvvie, ie. “Hello i’m guvvie, do you need assistance?” Locality is the zone (similar to the concept of a borough) in which citizens operate. The size of a locality is usually that of a space which can be covered from one end to the other by foot or public transportation within an hour. Example: London Locality of islington. Citizen is the term for someone who has a place in the citizen rotation service within a specific locality. Citizens are required to actively work towards the betterment of their locality through participation in the Citizen Rotation service. PAGE 31

Citizenship is to be enrolled as an active citizen within a locality. Dual citizenship Citizens may enroll in multiple localities simultaneously. But citizens may be required to assist in tasks and encounters that take place in either borough. Sharing society The CRO is a major governmental alteration to the structure of the built environment. it is one of many radical incentives and schemes that are currently being established within the uk. The sharing society is a long term vision and government incentive to create an effective environment for sharing. Social contribution Citizens are expected to undertake a minimum level of social contribution per month. social contribution is an action undertaken by a citizen that is of benefit to one or more other citizens. Tasks ideas and behaviours from taskrabbit and similar services have evolved. As well as their regular job, citizens can offer help to other citizens such as: carrying and moving items, handyman, cleaning, shopping, delivery, catering, decoration, entertainment, planning, marketing, personal assistant, organisation, heavy lifting, administration. some tasks might be published automatically by the guvvie system on a citizens behalf. Access to housing All citizens are entitled to a base level of housing that must be provided by the citizen rotation office. Base housing includes access to rest, nutrition, social encounters and private space. The availability of housing is dictated by the profiles of the citizens that will be sharing the location at the same time.

Families if you would like to be rotated in a group (families, couples, etc) you must complete a “non-individual Rotation Consideration Request Form” to have your rotation calendar syncronised with another citizens. You must also complete this form for newly born children, infants and siblings. Medical care in the unfortunate event that you are admitted for medical care, you assigned location will be automatically disconnected and your belongings will be collected. upon being discharged you will have a new location assigned to you immediately. Job market Citizens have jobs, no different to today. The biggest difference is the increased size of the population, the massive logistical challenge of keeping people in movement. Therefore there are more smaller tasks available, all the time, and a large percentage of the population earn a living from these tasks alone. Without job Citizens who are currently without regular work are still required to provide a minimal level of social contribution within their localities. This is calculated through the citizen task request system. Quality of housing Houses across London vary dramatically in quality. The CRO inspects each house upon integration and inspects houses periodically to ensure the quality of housing remains acceptable. However citizen reviews and rating are the primarily tool used by citizens and by the CRO to monitor the quality of housing. Rotation Every 8hrs (3 times per day) the government algorithms render a new model of the city based on all current citizen behaviour and their predicted behaviour. LUKE STURGEON

Family units A family can be rotated together. if it is necessary for a member of the family to be located away from other family members. They will be assigned suitable smaller residential units. Elderly It is not advisable for people with mobility difficulties to remain in Locality that is organised by the Citizen Rotation Office. Assistance can be provided to find alternative housing in another area of the country. Synchronous time All rotation periods are in multiples of 8 hours. which means it’s possible to be rotated a maximum 3 times in 24hrs. Many jobs and city habits have been adapted to fit around the 8hr rotation cycles. When a citizen leaves a location it is allocated to a new citizen for the next rotation cycle. Cancellation Citizens are able to cancel their current location assignment if they are able to provide enough evidence and reason for the cancellation. An alternative location with be assigned. Citizen conflict if two or more citizens engage in aggressive behaviour or conflict other nearby citizens with the correct psychological profile may be tasked to intervene. Some citizens may enroll in citizen conflict resolution training to provide addition social support. However the government algorithms are designed to separate individuals who might disagree with one another. Commuting Rather than have people travel or commute long distances within the city, the CRO aims to allocate citizens to positions within their immediate locality, which should be accessible via foot or public transportation.

Public transport the cities public transport services remain constant, the re-distribution of citizens allows for most public services to function within safe limits each day. Mobility assistants citizens who are unable to walk or are less mobile can be provide with mobility assistants. These are other citizens who’s citizen profiles have been screened, and who have accepted mobility assistant tasks within the locality. The CRO makes every effort to ensure that each citizen, no matter their mobility level, is able to socially contribute to the locality. Accessibility routes For those who use a mobility aid or require assistance with finding accessible routes, there is a travel rotation mentoring service available to offer advice on accessibility. We can provide a mentor to come with you for your first few journeys to help you gain confidence in becoming an independent citizen. Belongings A citizen’s belongings may be carried within them at all times, or store using a storage site. it is recommended that citizens host their belongings at several storage sites within the locality for optimal distribution and minimal impact on daily schedules. Money vs. cashless society The regular job market exists, all labour and workforce jobs still exist, many of the same problems exist. Cash is still used for transactions and for payment of services. Doing tasks is renumerated with cash that is automatically transfered to the citizens bank account. The more you contribute, the better your social relationship, and the more people, places and things you might have access to in your local area. Short-term vs. long-term business rotation small businesses along the high-street have started to

rotation sometimes. but this is not managed by the Citizen Rotation Office (responsible for residential housing only). Large buildings, retail and factories will remain where they are. Delivery services are available for almost all commercial providers in the city. Percentage of citizens who just help the system 20% of citizens have managed to earn a well-paid living from tasks alone. Harmonious living The citizen rotation algorithms are designed to maintain a harmonious and collectively pleasing living experience. Storage Citizens are provided with suitable locations automatically, and they may choose which storage depot they would to collect their items. These items will be relocated automatically. if delivery, installation, or particular handing is require, citizens are recommended to issue a task request, through the Citizen Rotation services. Special requirements and belongings if your items require delicate or particular handling, it is recommended that you issue a task request, through the Citizen Rotation service. Valuable possessions Please see above. Damages All houses should be left in the same condition that they are found. Recording equipment installed in private homes will notify you immediately if property damages is detected. Children Please see above.

Schools Families with children who are attending a school will be rotated in accordance to the national school curriculum. These are extended periods of rotation, from 4–12 weeks. Tracking The Citizen Rotation service uses a combination of indoor and outdoors sensors as well as mobile phone and networked device technologies, to track real-time location and actions of all citizens, for the purpose of data aquisition and rotation calculations.

Household storage if a citizen is assigned to a location, or will be re-assigned shortly, they may be give access to household storage – if this is available in the property. These are similar to lockers and can be used to temporarily store belongings or travel bags during a rotation.

Guardians should a fellow citizen be unwilling or unable to move in to or out of a location, guardians will be dispatched to assist in the citizens relocation. Guardians are members of the citizenship who have been selected and trained to enforce rotation, they are responsible for their own areas of the city. Guardians do not replace the police force, but they are legally recognised as another type of community support officer. Agressive behaviour if a citizen displayed agressive behaviour towards others the police will be informed immediately. This notification can be triggered automatically from the Citizen Rotation Office surveillence system. Protesting Citizens have the right to protest. Refusal to rotate if citizens do not wish to support their locality and their local community through the voluntary Citizen Rotation service, they will be assisted in their relocation to another location in the country where the Citizen Rotation Service is not in effect.
