* Pre-existing HGV traffic to and from Crown Mill already considered significant hazard. ** Chicks & Feed from Crown Mill to Ash Tree Farm – planned new HGV route via Heath Road. Tonnage of material, vehicle numbers & delivery cycle between facilities not assessed. Traffic impact at harvest time of particular concern – grain to mill plus maize to AD plant. Traffic Impact Assessment required under EIA. EIA prevents project splitting. Example: Case Officer Report to BC Planning Committee (01/10/2012) for extension to hatchery at Crown Mill (3PL/2011/1100/F) “As this specific application deals with an extension to the hatchery the vehicle movements generated by the milling operations cannot be considered as part of this application, the assessment from a highways perspective has to be whether the extension to the hatchery is likely to generate additional traffic and if so will this result in unacceptable highway conditions...” Case Officer recommendation – Approve.
