Additional Eligibility Requirements for the Joint DAAD-OSI Program 2013/14 1. All students applying to the joint DAAD-OSI scholarship must be residents of their home countries at the time of application. This means they have to be citizens of those countries and live there. Applications received from foreign countries (for example from students already in Germany) will not be accepted. Students have to have spent at least 1 academic year in their home country before starting their studies in Germany with the support from DAAD and OSI. 2. Applicants for the MA programs can only choose from the list of university programs provided and approved by the DAAD and OSI. No other university program will be considered until further notice. Applicants do not need to go through the full application process- the DAAD is responsible for their placement. Students are encouraged to examine the programs very carefully and be able to provide arguments to support their choices. 3. Students can submit applications when they are still finishing their Bachelor studies, but have to have their BA diploma before they start their academic studies at a university in Germany. 4. If students already have one degree from a university abroad, they can apply for the joint DAAD-OSI scholarship to study in Germany. However, at least one of the academic degrees has to be received in their home country or the region. Normally, such students will not be given priority, they will have to prove during the interview how a second MA degree would benefit their chosen career. 5. Candidates who have received all their academic credentials (Bachelor, Master degrees) exclusively in the western countries are not eligible for the degree studies with the support of this program, even if they are citizens of the eligible countries. 6. Graduates, who have already started a master’s or doctoral study at a German university cannot apply. The DAAD / OSI program will finance only full master’s or doctoral studies. 7. The former MA grantees of the joint DAAD-OSI program are eligible for the Ph.D. studies within the framework of the same program. However, they have to submit another application form with different requirements and pass a rigorous open competition. There is no guarantee for the former MA grantees of the program to be accepted for Ph.D. studies with the support of the joint DAAD-OSI program. 8. Applicants to the Ph.D. programs in Germany, are not allowed to submit applications in their second year of MA studies. They have to finish their MA studies, return to their home countries, and apply for the next available competition. 9. All Ph.D. candidates have to have an invitation from a German professor by the time when they are invited for an interview. Those who would like to apply for a structured PhD program, still have to contact the university of their choice and make sure they get in touch with the program and have shown the dissertation proposal for quality purposes.

10. Candidates who already have “Kandidat nauk” in their home countries, are not eligible to apply for the fully supported Doctorate studies in Germany within the framework of this program.
11. Differently from the applicants for MA study programs, Ph.D. candidates may feel free to choose other universities in Germany, different from the list provided. They are eligible to go to the university where their supervisor for their doctorate studies work.
