All Provincial and City Treasurers and Assessors 7uoted lereurxier is the 2nd indorsement dated April 29, 1974 of the office of the President authorizing the holding of a seminarworIwshop and convention of the Provincial, City and 'unicipal Treasurers and h;asessors Association of the '.hilippines (PACTAA), Inc. on ;ay 2C-31, 1974, as an exception to Lemorandum Circular .,o. 593, series of 1972: "Respectfully returned to the Honorable, the Seereeary of Finance, r:anila, with'the information that, as herein recoraended, authority is hereby granted for the Provincial, City and luiicipal Treasurers and Assessors .'association of the Philippines ( WfAA), Inc. to hold a seminar-workshop and convention on Presidential Decrees, general orders and new regulations concoming the official functions of provincial, city and izunicipal treasurers and assessors in i:anila on ray 2031, 1974, as an exception to Memorandum Circular No. 593, series of 1972. "In connection therewith, the attendance of the above-named officials in the said seminar-workshop and convention in likewise hereby authorized with entitlecsnt to reimbursement of actual traveling and other incidental expenses pursuant to the provisions of Republic Act ;'o. 3847, as mended by Presidential Decree :o. 344 dated r?ovember 26, 1973, and as impltemented by Commission on Audit (COA) General Circular ;Jo. 127, series of 1973, chargeable against the funds of their respective offices, subject to the availability thereof and the usual accounting and auditing requircments."
2 Accordingly, the following who are members of the PACTAA, Inc. are hereby authorized to attend the aforesaid seminar-workshop and convention:
1) Provincial and City Treasurers and Assessors regularly ..-pointed or desintated in an acting capacity or as Cfficers-in-Charce, or their Assistants; 2) Deputy ."rovincial and !`.unicipal treasurers regularly appointed or designated in an acting capacity or as Gfficers-in-Char;,e, or their Assistants; and 3) Retired Provincial and City Treasurers and Assessors and unicii-il 'treasurers who are presently duly accredited c:eiber:s of the PACTAA, Inc. Those attendin, ; the 8eninnr-worukhop and convention shall pay a registration fee of :275.00 chargeable against the local funds. The retired Provircial, City and Municipal Treasurers and 'assessors attending the convention, however, shall shoulder personally the said registration fee. To make the seminar-workshop a fruitful one, all ceDbers of the .Association are hereby enjoined to list down issues rind problems that they tncounter in the day-to-day transactions of their respective offices regarding the implementation of presidential decrees and department circulars or orders in order that these could be discussed thoroughly during the sessions. Provincial 'treasurers are hereby instructed to transmit the contents hereof to all L:unicipal and municipal district treasurers under their respective jurisdictions.
