This Department is in receipt of the 2nd indorsement, dated January 8, 1992 of the Comnmission on Audit, informing that releases for the maintenance of roads and bridges under RA 917 in the amount of P12,588.454.00 for the province of Albay were not included in the computation of its Certified Statement of Average Annual Income during the last four (4) consecutive calendar years (1987-1990) for the reason that these were taken up as Grants and Aids from Other Level of Government under account 2-60-200 in the Infrastructure Fund Further verification of this Department of Trial Balance. the certification by the Commission on Audit under its abovementioned 2nd indorsement shows that the average annual income of the province of Albay for the aforecited calendar years was actually P31.346.556.00. view hereof, the province of Albay is hereby In reclassified FIRST CLASS.
