SUBJECT: Amendment to Department Order No. 10-92 dated January 9, 1992 creating the Technical Committee on Real Property Valuation (TCRPV) to assist the Commissioner of Internal Revenue in prescribing real property values for purposes of computing the tax on the sale, transfer or other disposition of real property. In view of the fact that organizational changes affected the composition of the TCRPV, there is hereby established a Department Order updating the composition of the Committee and delineating its function. pursuant to Section 6(E) of the Tax Reform Act of 1997, as amended, which shall read as follows:

The TCRPV shall have the authority to create Sub-Technical Committee on Real Property Valuation (STCRPV) in Revenue District Offices which shall be composed of the Revenue District Officer (RDO) as Chairman and the Provincial City/Municipal Assessor/Planning Officer and two (2) competent appraisers/brokers representing the private sector, as members. Under the direct supervision of the Commissioner of Internal Revenue, the TCRPV shall study and review the proposed schedules of zonal values of real properties of the STCRPV and conduct public hearings on the said zonal schedules for the approval of the Executive Committee on Real Property Valuation (ECRPV) to be used as basis in the computation of the tax on the sale, transfer or other disposition of real property. The Committee shall also study and resolve requests for revaluation of approved zonal values for the approval of the Commissioner, Chairman, ECRPV. All Provincial, City and Municipal Assessors/Planning Officers are hereby directed to render assistance to the Committee in the determination of the realistic valuation of real properties in their respective areas of jurisdiction. The Committee may likewise be authorized to avail of the services of any personnel of this Department and the Bureaus and Offices under it. The Chairman, Members and secretariat of the Committee shall be entitled to honoraria and travelling expenses authorized under existing laws. This Order takes effect immediately.
