DEPARTMENT ORDER NO. 28 - 04 6 August 2004 In the exigencies of the public service and pursuant to Section 4 and 12 of Republic Act No. 9184, otherwise known as the "Government Procurement Reform Act" and its Implementing Rules and Regulations and in accordance with Part D.a 2 (i) of Schedule 4 of the Loan Agreement and the Procurement Guidelines of World Bank, a Technical Working Group for the procurement of goods, infrastructure projects, consulting services and other related or "analogus services" for the Municipal Development Fund Office is hereby created as follows:

The Technical Working Group shall assist the DOF-Bids and Awards Committee (DOFBAC) in the preparation of the terms of references (TOR), evaluation of bid documents, ensure that the bid documents submitted comply with the TOR and are responsive to the legal, technical and financial requirements of the subject procurement, and preparation of reports for the DOF-BAC consideration and approval and.
