In view of representations made by the President of.the Provincial, City and Municipal Treasurers and Assessors Association, (PACTAA), Inc. of the Philippines, this Department in its let indorsement dated December 6, 1977 authorized the conduct of a series of regional/national three-day conference workshops in accordance with the following schedules: (1) Regional Chapter for Visayas - - - January 11, 12 and 13, 1978 at Iloilo City (2) Regional Chapter for Mindanao - - February 8, 9 and 10, 1978 at Davao City (3) Regional Chapter for Luzon: (a) Regions I and II - - - - - -

March 8, 9 and 10, 1978 at Baguio City

(b) Regions III, IV, IV-A & V - -

April 5, 6 and 7, 1978

at Malolos, Bulacan (4) National ------------ July 5, 6 and 7, 1978 in Manila The seminars will be held for the main purpose of gathering informative feedback and data for evaluating the effects of the local fiscal reforms introduced since 1973 and to evolve policy recommendations or proposals in areas that need further improvement. The following who are members of the PACTAA, Inc. are, therefore, hereby authorized to attend the aforesaid regional and national conference-seminar-workshop: 1. Provincial and City Treasurers or their Assistants; 2. Provincial, and City Assessors or their Assistants; 3. Deputy Provincial and Municipal Treasurers and Municipal Deputy Assessors whose municipalities are financially capable of financing their traveling expenses and registration fee which are chargeable against municipal funds; and 4. Administrative or Chief Deputies and other valid members of the Association.'

Members attending the conference-seminar-workshop are required to pay a registration fee of 1375 which may be charged against local funds. Attendance in the said conference-seminar-workshop is hereby authorized as on official time for the period covered and the participants are entitled to the usual transportation expenses, per diems and daily allowances, subject to the availability of funds and the usual audit requirements. Likewise, the attendance of the members of the PACTAA Board of Directors, the corresponding resource persons and the Secretariat of the Association is hereby authorized as on official time provided that their transportation, per diems and other incidental expenses shall be paid from PACTAA funds. To make the conference-seminar-workshop a fruitful one, all participants are hereby enjoined to list down issues and problems they encounter in their respective offices and be ready to participate in the seminar discussions. Provincial Treasurers and Assessors are hereby instructed to transmit the contents hereof to all municipal and municipal district treasurers and Municipal Deputy Assessors under their respective jurisdictions.
