September 17, 1964 DEPARTMENT ORDER NO. 34-64 In order to efficiently achieve to the maximun the expeditious investigation of administrative cases against officials and employees of this Department and the bureaus and offices under it; in order to effectively check, prevent and forestall any indiscriminate hiring of applicants for positions with criminal and/or unsavory records; and, in order to concientiously effectuate and bring about the determined effort of the Department in internally policing the official behavioral norms and conduct of its officials and employees with the view to improving public service by ferretting out those who are undeserving of public trust, the Department Investigation Division is hereby directed effective immediately to perform the following functions and duties defined under existing Department. Orderss 1.. To conduct preliminary investigation (fact-finding) with respect to alleged violations of civil service law and rules and/or criminal statutes by officials and employees of the Department of Finance and its bureaus and offices;
2. Prepare formal charges and conduct formal hearings of administrative cases of employees and officials mentioned in No. 1 hereof; 3. Undertake character investigation and screening of persons, employees, and officials mentioned in No, 1 in connection with their proposed original, promotional and transfer appointments and reinstatements; and 4, To carry out such other duties and functions as the Secretary may refer to it from time to time. The bureaus and offices under this Department shall, however, continue to exercise the power to investigate their own personnel but such investigation shall be subject to review by the Department and shall not prejudice or preclude the authority of the Department to take a hand at any stage of the investigation. Other Divisions and offices in the Department presently perform-
ing the functions and duties mentioned in Nos, 1, 2, and 3 hereof shall henceforth cease to perform such functions and activities and
