Lao People’s Democratic Republic has received a Grant from the Asian Development Bank towards the cost of the GMS Flood and Drought Risk Management & Mitigation Project and it intends to apply part of the proceeds of this Grant for payments under the Contract Number ADB NEWC 004-NCB-G-FDM-2016 for the supply of Procurement for Hydrometeorological Equipment for capacity Building of National Early Warning Center. Bidding is open to Bidders from eligible source countries of the ADB.

The Ministry of Agriculture and Forestry, Department of Irrigation now invites sealed bids from eligible Bidders for the supply of Hydro-meteorological Equipment for capacity Building of National Early Warning Center as detailed and specified in the bidding documents.

National Competitive Bidding will be conducted in accordance with ADB’s Single-Stage; One -Envelope bidding procedure and is open to all bidders from eligible source countries as described in the Bidding Document.

Interested eligible bidders may obtain further information from the GMS Flood and Drought Risk Management and Mitigation Project, Department of Irrigation, Ministry of Agriculture and Forestry and inspect the Bidding Document at the address given below on 7th March 2016 to 7th April 2016 from 8:00 a.m. to 12:00 a.m. and from 13:00 p.m. to 4:00 p.m., Monday through Friday.

Only eligible Bidders with the following key qualifications should participate in this bidding: (i) (ii) (iii)

Bidder must be a manufacturer or authorized dealer for Equipment offered in the bid. Bidders must demonstrate that they have experience in completing at least three (3) contracts each valued at $560,000. Additional qualifications as specified in the Bidding Document.

The Bidding Document, in English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of $100 (One hundred US Dollars). The method of payment will be cash or cashier’s check.

Bids must be delivered to the address below at or before 13:30 PM, on 7th April 2016. All Bids must be accompanied by a Bid Security as described in the Bidding Document. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 13:30 PM on 7th April 2016.

The Ministry of Agriculture and Forestry will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
