Introduction The Government has set out six principles to govern the actions of adult safeguarding boards:
The Vision for Adult Safeguarding That adults are able to live a life free from harm, abuse or neglect That communities have a culture that does not tolerate abuse, work together to prevent abuse, and know what to do when abuse happens
• Empowerment taking a person-centred approach, whereby people feel involved and informed. • Protection delivering support to people who experience abuse to allow them to take action. • Prevention responding quickly and effectively to suspected cases of abuse. • Proportionality ensuring outcomes are appropriate for the individual.
Under the Care Act new legal requirement have been created for health, social care and police services to work together through Safeguarding Adults Boards to achieve the principles set out in the Government’s Safeguarding Adults Policy 2012. Care Act http://www.legislation.gov.uk/ukpga/2014/23/contents/ enacted/data.htm Government Safeguarding Adults Policy 2012 https://www.gov. uk/government/publications/adult-safeguarding-statement-ofgovernment-policy The Joint Strategic Needs Assessment for Safeguarding Adults has provided information and analysis of needs and trends relating to Safeguarding Adults and compliance with the Mental Capacity Act. The JSNA included the results of consultation with a range of service users and carers. https://new.devon.gov.uk/ devonsafeguardingadultsboard/safeguarding-adults-boardinformation The Safeguarding Adults Board sub group for people who use services and carers has identified their priorities within the wide range of issues and challenges that the Board aims to address. All this information has been used to identify priorities for safeguarding adults and protecting the human rights of people with disabilities and long term health problems.
• Partnership information is shared appropriately and the individual is involved.
The Annual Report 2013/14 reviews progress that the DSAB and its member organisations have made in implementing its previous Business Plan and considered new and continuing challenges and developments in national policy.
• Accountability all agencies have a clear role which they take responsibility for.
The DSAB will work in partnership with the Devon Health and Wellbeing Board and will be overseen by the Scrutiny and Audit functions of Devon County Council.

Priorities The Devon Safeguarding Adults Board has identified the following priorities for strategic development: 1. Prevention Prevention through quality and safety assurance and support of improvement in health and care services

Devon County Council Safeguarding Adults management review Implement recommendations from independent review for improving DCC’s operational functioning and use of resources in safeguarding adults
8. Comply with duties under the Care Act and its statutory guidance relating to Safeguarding 9. Self-Assessment Framework These priorities are informed by and support the Governments Safeguarding Adults Policy and its principles.

DCC is strengthening its approach to QA to both become more proactive in assuring quality and to further strengthen its response to identified concerns. The core elements will include:

The Care Act 2014 provides further impetus to this work and the Council is also putting in place a range of measures to facilitate and improve market quality and sufficiency. Further integration with the NHS is also being considered, with an important role for the Care Quality Collaborative to:
• Build the vision for quality with partners (inc. providers) through sector based improvement • Help to define what good looks like • Measure success • Engage meaningfully with people who live,
work and visit care homes and, in time, in other service areas Develop a robust quality assurance and improvement framework Strengthen strategic leadership.
